The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
This post is in UNEP's Economy Division, Energy and Climate Branch, Global Climate Action Unit, Paris duty station. Under the direct supervision of the Head of the Global Climate Action Unit (GCAU), the incumbent will support the implementation of the Nationally Determined Contribution Action Project (NDC Action Project) and related Climate Change activities of the GCAU portfolio by performing the following duties:
1. Implementation, monitoring, and evaluation of the NDC Action Project:
• Supporting overall project management of the NDC Action Project, including implementation, monitoring progress towards outcomes, ensuring full compliance with UNEP project management rules and processes, interacting with donors, and stepping in, upon request, to take on the role of global NDC Project/Programme Coordinator;
• Supervising NDC Action project implementation in Asian and Sub-Saharan African countries including the organization of regional and national meetings, events and workshops, in collaboration with UNEP Regional Offices, project implementing partners, and national project coordinators;
• Managing the development, monitoring, and amendment of programme budgets, Implementing Partner cooperation agreements, and project consultancy contracts;
• Reporting on project substantive and financial progress to meet UNEP commitments to donors and UNEP internal reporting requirements. This includes the preparation of and review of annual and half-yearly donor reports and answering ad-hoc requests, the review and approval of implementing partners’ and local coordinators’ reports and reporting against UNEP programme of work and project management information system;
2. Coordination, collaboration, and portfolio development on NDCs and related Climate Change support:
• Exploring and developing new ideas and project concepts, identifying potential partners and funding, and developing synergies on the ground and at global level with other UNEP teams;
• Supporting countries on Paris Agreement related processes, such as short-term and long-term planning, climate transparency reporting, climate finance and carbon markets including designing and organizing capacity building activities, and global/regional advocacy events on emergent and technical topics in collaboration with relevant partners;
• Contributing to the objectives of UNEP Medium-Term Strategy (MTS) 2022-25 with work focusing on its Climate Action pillar and its two enabling programmes of Digital Transformations and Finance & Economic Transformations. Such teams may include Ecosystems Division’s Climate Change Adaptation Unit, Regional Offices, the UNEP Finance Initiative, the Partnership for Action on Green Economy (PAGE), the Energy & Climate Branch’s Finance Unit, among others;
• Ensuring the role of UNEP liaison with the NDC Partnership at the operational level and coordinating with other NDCs-related forums including collaboration in country engagement, knowledge exchanges at global and regional levels, and any other opportunities as they may arise;
• Developing and writing proposals, securing partnerships, and identifying implementing partners to bring project concepts to proposals and secure funding, and fully develop new projects including following through their internal approval and the execution of a donor agreement;
3. Support the implementation of UNEP programme of work under the Global Climate Actions Unit, Energy and Climate Branch:
• Developing and implementing the Branch’s engagement in digital technologies on energy and climate areas in line with the UNEP priorities on digital transformation;
• Coordinating the Branch’s engagement with the UNEP Digital Transformation Taskforce coordinator and its members;
• Undertaking other duties as required by the Unit, Branch or Division, including the participation to outreach activities, support to other UNEP initiatives, the preparation of written outputs, presentations and background papers, the peer-review of publications, or the provision of strategic inputs to the Branch, Division or UNEP work programmes.

An advanced university degree (Master’s degree or equivalent) in political science, public policy and management or environmental science and related fields is required. A first level university degree in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in project or programme management is required.
Experience working on Climate Change related topics at international level is required.
Experience providing Paris Agreement implementation support at national level (e.g. Nationally-Determined Contributions (NDCs), Climate Transparency, Climate Finance, etc.), is desirable.
Work experience with inter-governmental organizations is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
