Organizational Setting

The Procurement Service (CSLP) of the Logistics Services Division (CSL) provides policy and operational support to ensure that the Organization procures goods, works and services based on "Best Value for Money" principles. The Procurement Officer performs procurement activities related to the preparation of tender documents, draft and finalization of contracts or Purchase Orders for goods, works and services for FAO Decentralized Offices (DOs).
The post is located in the Regional Office for Near East and North Africa (RNE) in Cairo, Egypt.

Reporting Lines
The Procurement Officer reports to the Chief, Procurement Service (CSLP) and administratively to the Senior Administrative Officer in RNE.

Technical Focus
Timely, efficient and effective procurement of goods and services and Quality Assurance for Letters of Agreement in compliance with the relevant FAO Rules and Regulations.

Key Results
The planning and delivery of procurement services in accordance with internal policies, UN procurement guidelines and International Standards.

Key Functions
• Leads and/or participates in teams and provides expertise on Organization-wide committees or working groups, and/or supervises staff.
• Supervises, oversees and/or contributes to the delivery of procurement/contractual reporting and activities/services in accordance with FAO policies and regulatory framework.
• Develops and updates the supporting operational, policy, control and/or risk management frameworks, involving the implementation of the latest approaches and methodologies, streamlined business processes, new/revised procurement policies, and related tools, systems, technologies and related procedures.
• Analyzes procurement information for inclusion in statutory reports, management reports, procurement statements, and/or reports to donors as well as other specific reports for Governing Bodies, donors and other partners.
• Responds to requests for assistance and provides procurement and regulatory advice and assistance to managers at headquarters and in the Decentralized Offices, etc.
• Develops effective working relationships including coaching, mentoring and evaluating staff in the local procurement unit and resolves problems with external providers, donors, partners, and UN procurement executives as well as provides information/clarification to auditors.
• Participates in the development of training and related training materials and promotes best practices and capacity development at headquarters and in the Decentralized Offices.

Specific Functions
• Participates in the inter-agency procurement sub-working group of the Operations Management Team based in Cairo and plays a leading role in enhancing FAO's engagement in the Business Operations Strategy in the area of procurement. Promotes collaboration with other UN agencies in the region to increase efficiency in procurement operations.
• Participates in complex solicitation processes by assisting the Decentralized Offices (DOs) with identification of methods of solicitation, preparation of tendering documents, ensures that the solicitation process is fair, objective and transparent and that it follows the general principles, as set forth in the FAO Manual Section, reviews and supports the submission of cases to the Local, Regional and headquarters Procurement Committees as appropriate; organizes and participates in, as appropriate and as needed, local tender opening panels and the relevant procurement review committees; reviews and prepares recommendations for ad-hoc re-delegation of authority within the limits of regional delegated authority.
• Performs the Quality Assurance (i.e. compliance review) function for all agreements approved in his/her buying unit, under the rules of the Letter of Agreements (LoA) under the relevant FAO Manual Section.
• Supports the DOs in the region to establish and to update procurement plans regularly, to minimize lead times and reduce the need for 'urgent' requests by improving procurement planning and communication regarding procurement processes, and oversees and monitors to ensure quality and effectiveness of the procurement plans.
• Analyses and monitors procurement activities at DOs, in particular cases of direct selection, and assesses recurrent instances of direct procurement, and takes measures to reduce those.
• Assesses the structure of the procurement teams and overall procurement capacity in the region, and advises the management in establishing appropriate set-ups including Regional and Local Procurement Committees. Organizes and acts as Secretary, as appropriate, in regional tender opening panels and the Regional Procurement Committee (RPC).
• Leads the implementation of procurement projects and initiatives requested by FAO HQ, which have a regional nature, in close cooperation and consultation with other International Procurement Officers (IPOs) present in the region.
• Advises DOs and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle including preparation of tender evaluation criteria, and meeting objectives under tight deadlines.
• Monitors through FAO's Integrated Management Information System (iMIS) the approval actions and transaction patterns for Letters of Agreement (LoAs) approved in the operating unit of his/her location. Reports on the compliance trends and any persistent compliance issues to the Procurement Authority and LoA Authorized Officials. Issues, in a timely fashion, standard reminders with step-by-step instructions for the required maintenance actions such as extension/renewal/amendment/closure of contractual instruments to contract managers and LoA Responsible Officers.
• Promotes competitive selection process for LoA Service Providers, supports concerned LoA Responsible Officers in the key steps of the selection process such as publication of Request for Proposal/ Expression Of Interest (RFP/ EOI), receipt and opening of bids, and evaluation, using resources and tools of the procurement team under his/her supervision.
• Monitors exceptions, enhances control and compliance for procurement activities in the region in order to mitigate risk of fraud, corruption, misconduct, and conducts regular post-facto spot checks to detect and prevent irregularities.
• Leads recruitment process for International Procurement Officers (IPOs) and Procurement Specialists to be deployed in the region.
• Manages the procurement team in the regional office and provides functional oversight/supervision of IPOs/Procurement Specialists in the region as appropriate.

Minimum Requirements

• Advanced university degree in law, business/public administration, economics, commerce or a related field.
• Seven years of relevant experience in procurement related activities including at least three years of supervisory experience.
• Working knowledge (proficient - level C) of English and Arabic

• Extent and relevance of experience in public sector procurements dealing with complex contractual issues, revise and draft contracts, formulate options and propose recommendations.
• Extent and relevance of' experience in identifying clients' procurement-related needs and in providing support and guidance from clients' point of view.
• Extent and relevance of experience in logistics operations.
• Knowledge of procurement-related IT tools and systems (i.e. enterprise resource planning, inventory management, procurement, database management applications, etc.).
