Background

This post is financed from the Extra Budgetary (ExB) “Building Dialogue Capacity for Conflict Prevention and Resolution” project. The project end date is 31 January 2024. The initial contract duration is until 31 December 2022 with six months’ probation period. The post extension is subject to availability of funds.

Tasks and Responsibilities

Under the direct supervision of the National Programme Manager, the incumbent is responsible for the implementation and administration of the project “Building Dialogue Capacity for Conflict Prevention and Resolution”. The incumbent should help develop stakeholder’s capacity to use dialogue as a tool for conflict prevention and resolution and to assess effectiveness of its application. 

In particular, the National Project Officer should perform the following tasks:

Manage projects
Manage projects through all steps of the project cycle, in accordance with OSCE results-based programming and budgeting and project management standards. The cycle consists of

  • Identification of projects
  • Development, including preparing project proposals and budgets
  • Implementation, including monitoring
  • Evaluation (which then informs future project identification)
     

Supervise and directly conduct activities

  • Assist in selection and oversight of consultants, implementing partners and vendors
  • Directly manage activities, which can include working groups, seminars, trainings, study tours, publications and others

Establish and maintain good relations with partners

  • As coordination is essential to the effectiveness of the PCU, the National Project Officer shall ensure coordination of planning and conduct of projects with key partners inside and outside the OSCE
  • The National Project Officer is also expected to assist with fundraising and Unified Budget justification

Perform other duties as assigned

Job Requirements

  • Ukrainian citizenship or holding permanent resident status in Ukraine
  • University degree in law, political science, public administration or social sciences, with specific training on mediation, dialogue promotion or facilitation
  • Minimum of two years professional experience
  • Demonstrated project management skills
  • Demonstrated thematic expertise
  • Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills 
  • Computer literacy with practical experience using Microsoft applications
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Remuneration Package

Annual salary, subject to social security deductions is EUR 21,431. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
