OVERVIEW OF THE FUNCTIONS OF THE POST

The United Nations Educational, Scientific and Cultural Organization (UNESCO) Office in Bangkok is seeking applications for an Individual Specialist to develop an online course for equitable education.

Long Description

Background 

UNESCO Bangkok is implementing the “Regional Promotion of Equitable Education through Innovations (Phase 2)” project. The main objective of this project is to support Equitable Education Foundation (EEF) and partners both in Thailand and internationally to promote equitable education for marginalized and disadvantaged children, disseminate practical expertise and information to put equitable education into practice, and develop capacities of government officials and other practitioners. Sharing technical knowledge and its dissemination will facilitate all governments and practitioners to take actions to implement equitable education. 

 

In this context, UNESCO Bangkok together with adult learning education experts from selected Asia-Pacific countries have identified 10 core areas and developed draft outline contents of equitable education expertise. Areas of expertise will be designed into modules, which can be studied as a course, or disseminated as separate topical modules. Main target groups for the course are policymakers, government officials, NGOs/CBOs in education sector, educators as well as university students.

Purpose and scope

Purpose and scope

UNESCO Bangkok is currently drafting the modules and would need an external consultant with knowledge and expertise of the following topics; Equitable Education, Out-of-School Children and Youth (OOSCY), Education Policymaking, Education Financing, etc. as well as experience of designing, producing, and disseminating an online course for professional audience. 

 

The primary objectives of this consultancy are as follows:

Developing “Introduction to Equitable Education” -module

Educational modules will be consisting of videos and other forms of media, literature, case examples and other forms learning content together with practical exercises. The finalized contents and the scripts of the topic areas provided by the expert will be utilized to develop the videos accordingly. 

 

Work Assignment

Under the overall authority of the Director of the UNESCO Bangkok Office and the direct supervision of the Programme Specialist in Literacy and Lifelong Learning, within the framework of the Project “Regional Promotion of Equitable Education through Innovations (Phase 2)”, the Individual Specialist shall undertake the work assignments as follows: 


1. Support UNESCO Bangkok to develop the finalized contents for the development of the learning module on Equitable education:  
    1.1 Introduction to Equitable Education 
          Why (scope of the problem), what (key terminology) and who (underprivileged and marginal groups)? Social, cultural and economical potential underutilized. Current situation (regional and country overlook, disparities based on different factors). How it could be affected? Course introduction.  
 
2. Develop the contents, scripts, and resources of modules. Some of the contents can be developed in house, while for some of the contents, consultant will need to find an external expert. 
    2.1 Design the module, write scripts and chapters based on the draft. Find relevant resources or plan and develop the missing contents. 
    2.2 Produce videos, media or other form of learning content with the identified top discipline experts and production team.  
 
3. Submit to UNESCO the following deliverables in English: 
    3.1 Plan of the modules, chapters and topics (with existing resources) and plan of additional learning resources to be developed (format, expert, plan) and the detailed resources and tools.
    3.2 Scripts or screenplays of the videos / content based on which the material can be developed.
    3.3 Final learning modules (produced together with inhouse and external experts and production company).

  • University degree at Masters level or equivalent in Education, Social Sciences, Political Sciences, Economics, or any related field;  
  • At least five years of professional experience in the field of education on equitable education and marginalized groups; or relevant working knowledge;
  • Experience in online course development and/or course development in professional settings, content and video development;
  • Knowledge of and/or experience in equitable education, education systems, law, policy and curriculum development;
DESIRABLE QUALIFICATIONS
  • Work experience in the UN organization or other multilateral organizations;
  • Understanding and knowledge of the UN mandates in relation to Human Rights and Gender Equality issues;

  • A brief proposal (1-2 pages) discussing the approach/methodology to undertake the assignment and the proposed fee.
