The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The CEB is currently looking for an experienced leader, driven by the social mandate of the Bank, to head up its Risk & Control Directorate (R&C). R&C ensures risk mitigation and internal control to safeguard the CEB’s financial stability and guarantee its business continuity. R&C also monitors budgets and ensures accounting aligned with best practices to preserve the CEB’s creditworthiness and external ratings. The Directorate ensures financial reporting and control in liaison with the CEB’s Administrative Council, Governing Board, Auditing Board, as well as external auditors and credit rating agencies.

The successful candidate will lead and motivate a multicultural team of approximately 30 professionals. S/he will manage financial and operational risks and controlling activities as Chief Risk Officer of the CEB, also including budget and accounting, as well as relations with credit rating agencies and external auditors. The R&C Director will be a member of the senior management team and report directly to the Governor.


Main responsibilities:
Provide leadership and guidance to R&C staff members of the
-   Financial Risks Division, which implements the CEB’s Financial and Risk Policy, managing all credit and market risks related to the loan and finance operations of the Bank;
-   Accounting and Controlling Division which drafts the CEB’s annual Financial Report and handles financial forecasts and statements, the administrative budget, activity indicators and profitability analysis, credit rating agency relations and the CEB’s shareholder capital administration;
-  Operational Risk Division which manages operational risks, maintains documentation of internal processes, coordinates business continuity management, the CEB’s internal control framework, data and archive management and liaises with external auditors and the Auditing Board.
Delegate responsibilities and supervise the work of the Heads of Division providing guidance on financial and human resource management and motivation to drive maximum performance.
Advise the Governor, executive bodies and internal committees on risk, control, budget and accounting matters, by participating in strategic working groups and in CEB management meetings.





Academic background:
An advanced university degree in business administration, finance or equivalent.

Professional background:
Demonstrated professional track record, spanning at least 15 years in banking and finance, and including at least 5 years of senior-level leadership and people management experience, with demonstrated positive results.
Previous experience from an International Financial Institution or an investment bank would be a definite advantage.
In-depth understanding of banking and financial issues, including risk management.
Excellent analytical and strategic thinking, including an ability to translate concepts and general policy orientation into concrete proposals.
Excellent capacity to develop and maintain an efficient professional network.
Excellent communication, interpersonal and presentation skills.

Language skills:
Excellent command of English and knowledge of French, both oral and written.
Knowledge of other CEB member country languages would be an asset.
