Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is PKR 1,843,055 yearly.

Introduction

Better Work Pakistan (BWP) will be launched as a 3-year pilot Better Work country programme based on an in-depth preparatory phase and engagement with the tripartite constituents in Pakistan since 2017. The programme will open its office in Karachi/Sindh with selected staff based in Islamabad, but will cater to factories across the country. The vast majority of garment factories are located in Sindh and Punjab provinces. The planned pilot programme is anticipating to work with approximately 120 factories in this first phase. In parallel, BWP will work on an already agreed upon plan with the government, employers and workers to create a more enabling environment for a successful BW programme. This plan has been developed in close collaboration with the tripartite partners in Pakistan during the preparatory phase. It includes work on legal frameworks, the application of ILO Conventions and standards, capacity building of the constituents etc.

  1. Reporting Lines

Under the guidance and supervision of the Better Work Chief Technical Advisor in Pakistan and with technical guidance from the ILO Security Assistant in Islamabad and the Security Unit in Geneva, the Better Work Local Security Assistant supports the implementation of Better Work activities from a security perspective and all matters relating to the management of safety and security for Better Work personnel in the country and the protection of project-related assets/facilities. The Country Director of the ILO Office in Pakistan (CO-Islamabad) is the Responsible Chief.

Description of Duties

Liaison with Security Personnel and Guard Forces:

  • Develop a close working relationship and regularly liaise and coordinate with relevant security personnel as follows:

- Guard forces at ILO/Better Work premises in Karachi;

- UN DSS and other UN Security personnel;

- ILO security assistant in Islamabad.

  • Host government/law enforcement agencies concerning security matters.
  • Work closely with FIELDSECURITY unit at ILO HQ in Geneva, and relevant individuals at ILO Regional office in Bangkok (ROAP).

Security Reporting:

  • Perform routine monitoring of the security environment in the areas in which Better Work is operating (mostly Sindh and Punjab provinces)
  • Monitor daily threat reporting from UN and other sources. Ensure that any relevant security information is disseminated in a timely manner to staff and consultants/contractors in the country, as well as relevant staff in Geneva and Bangkok if needed.
  • Prepare and send staff tracking and reporting documents to UN DSS.
  • Prepare security incident reports as required.
  • Assist in the briefing of new staff, consultants/contractors, and visiting ILO staff and consultants.
  • Assist in the development and maintenance of security policies and procedures, including emergency and contingency plans for the project.
  • Assist in the maintenance of security-related databases and documents, including training matrices, ID card databases, communications lists (including emergency contact numbers), and other relevant documents.

Operations Management and Administration:

  • Assist with vehicle fleet management and driver’s needs.
  • Monitor staff and vehicle movements within the country and ensure staff reporting in compliance with ILO and UNSMS policies.
  • Organise visitor entry into the project office premises.
  • Provide security-related administrative support, including supply/ procurement, communications, logistics, and travel.
  • Undertake field security missions as required.

MOSS Compliance and Accountability and Maintenance of Security Equipment:

  • Check and maintain all emergency and security equipment to ensure proper location, condition, serviceability, and compliance with MOSS standards.
  • Maintain records of purchase, handover, and inspection of all safety and security equipment.
  • Arrange for the repair or replacement of unserviceable safety and security equipment.
  • Assist in the development, implementation, and supervision of a radio communication monitoring mechanism.
  • Compile information from security surveys and assessments and highlight areas of concern to the relevant security officer of the Office:
  1. MOSS Self-Assessment survey (CIMS);
  2. MORSS assessment, if required
  3. Facility Safety and Security Survey
  4. Standard Operating Procedures, as required

Generic duties:

  • Word process a variety of documents (correspondence, reports, tables, presentations, manuscripts) using appropriate software. Send electronic mail.
  • Carry out all operations required for authorizing and effectuating expenditures under all types of funding, including making calculations and requesting funds.
  • Maintain and update various databases (staff emergency contacts, equipment lists etc.).
  • Create and maintain the work unit’s filing and reference systems. Clarify needs with professional staff for document specifications and location for easy search and reference purposes. Maintain the unit’s stationery and follow-up of orders.
  • Provide administrative support to meetings and seminars organized.
  • Receive, assess and refer telephone inquiries in two languages to the appropriate staff for reply. Respond to general inquiries.
  • In coordination with the Country Office Management and Security Assistant in Islamabad, liaise with FIELDSECURITY unit at ILO HQ in Geneva, and relevant individuals at ILO regional office in Bangkok (ROAP) and Decent Work Technical Support Team for South Asia in Delhi (DWT-New Delhi).
  • Perform any other job-related duties as may be required

Required qualifications

 

Education

  • Completion of secondary school education, supplemented by technical or university level courses in security management or equivalent practical experience.   
  • Formal training in security management is required, preferably in a diverse range of skills (such as principles of security management, fire training, first aid, etc.). Certified UN training such as LSA, SSAFE, ETB, etc. will be desirable.

Experience

  • At least 5 years of experience in security management. Security experience within the UN system, donor-funded projects or international NGOs would be an advantage.
  • Previous work experience in the military or police service would be an asset.

Languages

Excellent knowledge of the working language of the duty station, and good knowledge of English.

Competencies

  • Thorough knowledge of practices and procedures relevant to safety & security management, with relevance to the ILO mandate.
  • Ability to organize own work.
  • High level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to obtain services from other work units inside or outside the office for completion of tasks
  • Ability to search and retrieve information from databases and compile reports;
  • Excellent oral and written communication skills;
  • Ability to deal with confidential matters with discretion
