Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC is seeking a highly qualified and dynamic professional to serve as Protection Manager in DRC Ukraine.

Under the supervision of the Head of Head of Programme will be responsible managing DRC Ukraine Protection sector in its adaptation to the emergency response to the ongoing conflict and adjustment of the existing programmes and teams to the drastic changes in the operational context.

Your main duties and responsibilities will be:

Programme development

  • Develop a strategic framework for the protection programme during the emergency phase and provide technical assistance for programme implementation in coordination with the Global Protection Lead.
  • Identify gaps and opportunities for further programming, support needs assessments and gap analyses, and contribute to proposals and other programme development initiatives.
  • Ensure that a risk analysis is in place and constantly updated in the area of responsibility.
  • Working closely with Protection (Legal) Manager/Lead in the design of harmonised quality protection programming relevant to the current context to secure follow-on or expansion funding for the protection program as per identified needs
  • Participate in Programme Management Team meetings, Periodic Reviews and contributes to country-level strategies.
  • Support DRC in strengthening information management, including standardised databases for sector and planning purposes.

People management

  • Lead and manage the protection team (including people planning, performance, well-being and development).

  • Staff capacity building, identify needs and opportunities for further staff growth and development in support of program needs and ambitions.

Technical management of protection sector projects

  • Identify priorities and provide technical guidance for protection projects and for mainstreaming protection into all DRC projects.
  • Contribute to the design, implementation, and evaluation of projects to secure follow on or expansion funding for the protection programme as per identified needs.
  • Undertake field/onsite visits to monitor the quality of activities implementation and provide technical advice to field project staff as necessary.
  • Develop protocols and guidelines for sector activities and mainstreaming and train/coach staff to understand and implement.
  • Based on identified needs, expand the type and quality of the existing protection sector interventions

Monitoring, reporting and development

  • Develop program monitoring tools in close coordination with the MEAL team.
  • Quality control and site monitoring to ensure that services provided are according standards
  • Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets of project components managed by the protection team.
  • Prepare reports to donor and management.
  • Continuously update project documentation and files and follow the latest trends in the sector.
  • Explore new business and partnerships.
  • Work closely with CD, Heads of Programme, Area Manager, the Grants unit and the HDP team to develop quality proposals, concept notes and budgets.
  • Identify assessment needs, develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems. Participate in sector-level needs assessments as needed.

External coordination and representation

  • Share relevant project information with stakeholders
  • Participate in external coordination meetings
  • Participate in Task Force meeting, UN-led sector WGs, protection cluster advisory board and other sector coordination as needed.

About you

To be successful in this role we expect you to have minimum 5 years of practical experience in the field of protection working for an INGO and at least 3 years' experience with people management

Moreover, we also expect the following:

  • Master's degree (sociology or psychology, international development, or other social disciplines)
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project development
  • Experience working with national partners, local/government authorities, and UN organisations
  • Full professional proficiency in English
     

We offer

Contract length: 9 months, with possibility of further extension based on available funding and context developments

Level: F-managerial

Duty station: to be determined

Start date: ASAP

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriate Staff.
