Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC is seeking a highly qualified and dynamic professional to serve as Shelter and Settlement Team Leaded in DRC Ukraine.

Under the supervision of the Emergency Programme Manager you will be responsible for delivering technical support and guidance to team, ensuring the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC.

Your main duties and responsibilities will be:

Management
• Lead and manage the team (including people planning, performance, well-being and development)
• Ensure effective planning and quality implementation of the sector/support activities
• Ensure daily monitoring of area
• Asses the daily quality
• Provide technical support and inputs
• Reporting

Programming & Operations
• Ensure efficient and effective program implementation while following the budget and work plan
• Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
• Lead the team in carrying out monitoring and evaluation exercises

Coordination and representation
• Collaborate with relevant internal and external technical experts on sector relevant issues
• Represent DRC at meetings and other relevant technical coordination meetings
• Ensure integration with other DRC sectors

Project development
• Develop project plans and budgets for funding
• Develop projects tools
• Project implementation and reporting
• Monitor and evaluate projects

Logistics/Finance
• Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
• Plan and coordinate proactively logistics and movements of staff from and to different operational areas
• Initiate procurements and ensure their execution
• Ensure distribution plans are prepared and shared with logistics in a timely manner

Supervisor responsibilities:
• Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
• Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team
• Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

About you

To be successful in this role we expect you to have minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority and minimum 3 years of practical experience in shelter area working for an INGO.
 

Moreover, we also expect the following:

  • Master's degree in relevant discipline (e.g. engineering, others)
  • Proven management skills and a competence in people management
  • Full professional proficiency in English
  • Excellent writing and editing skills for external audiences (including governments and donors)
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Experience working with national partners, local/government authorities, and UN organisations
  • Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc
  • Commitment to learning and implementing organizational policies and procedures
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Field experience
  • Experience with preparing and checking BOQs, Tender Documents, etc.
  • Experience working with Monitoring and Evaluation

We offer

Contract length: 6 months, with possibility of further extension based on available funding and context developments

Level: G-managerial

Duty station: to be determined

Start date: ASAP

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriate Staff or National Staff.
