This position is responsible of both managerial and functional processes of the humanitarian health response project in Northern Shan State. The position will lead the IRC humanitarian health response project to ensure that there is quality comprehensive primary health care and health promotion for targeted internally displaced people in temporary camps, protracted camps and conflict affection population in Northern Shan State. The position will be focal for coordinating with State/Township Health Departments and partnership organization. As project lead, the position is responsible for coordination with all other project in field sites and program support teams at IRC field office.

Your Job Scope includes but not limited to:

  • Responsible in the development of detailed program log frames, work plans, monitoring tools to ensure high quality program implementation throughout the project cycle and ensure the program is achieving expected outputs.
  • Develop a work plan for the Program, manage regular activities and planning of the project activities and ensure staff participation to the decision process in close coordination with Public Health Specialist (HHR+).
  • Monitor the progress of services to ensure quality care and verify that program indicators and targets are met in order to ensure the quality of services. Ensure adequate and timely reporting on program activities to Public Health Specialist (HHR+).
  • Supervise and provide technical oversight of Humanitarian health program staffs using IRC’s Performance Management System.
  • Supervise the PHC mobile clinic teams, SRH team and Community Health Team for emergency response in conflict affected area to establish primary health care for general population, women and under 5 children in reference to MSF, WHO and IRC‐ clinical protocol.
  • Supervise organizing of referral of life-threatening emergency cases to respective secondary and tertiary Hospitals in targeted area.
  • Supervise M&E Officer for project M&E and Database management
  • Supervise project drugs and commodity stock management in clinics deployed in targeted field sites.
  • Participate and implement Sexual and Reproductive Health activities which integrated with WPE program activities.
  • Supervise quality control team to provide technical support to both IRC and partner organization on comprehensive primary health care approach and COVID-19 response.
  • Lead monthly project review meetings and participate in field coordination meeting organized by operation department
  • Recruit, monitor and evaluate staff performance, assess technical quality of activities and provide regular feedback and guidance through regular supervisory sessions and interaction to support
  • Conduct regular quality control visit to IRC and partner organization together with quality control team.
  • Ensure the utilization of drugs and medical supplies are in line with protocols. Provide technical oversight in reviewing monthly consumption patterns, approving monthly requisition, and facilitate the procurement of drugs and medical supplies.
  • Manage day‐to‐day logistics, administration and personnel activities of field based HHR program staffs in accordance with IRC and national laws.
  • Represent and coordinate as project lead of IRC Humanitarian health care project to local authorities and community.
  • Coordinate and collaborate with administration, finance and operation teams to organize the quality project implementation.
  • Coordinate with M & E manager/Senior M & E officer for Monitoring and Evaluation activities
  • Coordinate and collaborate with project manager of Partnership Organization to organize the quality project implementation.
  • In collaborating with project manager of partnership organization to ensure quality PHC and iCCM activities of in targeted communities/ camps.
  • Coordinate with Senior Drug and Commodities Officer and give technical support to Operation team at Lashio on main office drug and PHC commodities store management.
  • Responsible for drafting donor reporting and ensure high quality reports in timely manner.
  • Provide a monthly update on progress and challenges to the Public Health Specialist (HHR+).
  • Assist Public Health Specialist (HHR+) in the development of program budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/ IRC compliance
  • Perform other duties as assigned by the Supervisor.
