Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies Funds and Programs.
The position is located in the Human Resources Unit, within Central Service at UNGSC in Brindisi, Italy.
The Human Resources Assistant will work under the supervision of the Human Resources Officer and/or Chief, Human Resources Officer.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
RECRUITMENT AND PLACEMENT:
• Reviews job openings ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents;
• Reviews and determines eligibility of applicants in line with requirements stated in the job openings;
•Assists in the filling of posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments;
•Assists in organizing and coordinating written assessments and examinations;
•Advises staff and selected candidates on visa procedures and requirements.
ADMINISTRATION OF ENTITLEMENTS
• Interprets, explains and administers entitlements and benefits in line with conditions of service, staff regulations and rules;
• Reviews and processes personnel actions through the Enterprise Resource Planning (ERP) systems (Umoja).
• Provides advice, guidance and information to management and staff on the application and implementation of HR policies, procedures, regulations and rules concerning entitlements and benefits;
CLASSIFICATION:
•Assists in reviewing and processing requests for classification.
•Provides advice and answers general queries on classification procedures and processes.
BUDGET:
• Assists in the budget planning process by preparing documentation and data as well as initial reviews on staffing requirements and organizational structure;
GENERAL:
•Maintains HR related automated systems and applications including databases containing HR related statistics, and prepares periodic reports;
•Undertakes research on a range of HR related issues and assists in the preparation of notes/reports;
•Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; sets up and maintains files/records;
•Performs other duties as required.

Education

High school diploma or equivalent is required.

Work Experience

Seven years of progressively responsible experience in human resources management, administrative services or related area is required.

Experience applying rules and regulations related to the administration of benefits and entitlements or recruitment in an international organization is desirable.

Experience with human resources ERP systems based on SAP (Umoja), Oracle/PeopleSoft (Inspira) or other similar platforms is desirable.

Experience in data analysis or reporting on human resources metrics is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Recruitment for this position is done on a local basis.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Applicants who are Italian nationals or nationals of a member state of the European Union need to upload a copy of their national passport. All other applicants need to have a valid work permit for Italy and need to upload a copy of such work permit. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat. Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.
