The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.
Schools are at the frontline of our rapidly changing world. Fast-paced technological developments, broad changes in economic and social fabric and unpredictable sanitary, economic and environmental shocks are all making it increasingly difficult and complex for schools to help students develop the full breadth of skills and competencies that they will need to contribute to the future of work and society. To respond to these needs and rising challenges in a rapidly changing world, the OECD aims to convene leading school networks, education experts and policy makers to share the knowledge of schools and embrace innovations that facilitate peer learning and discrete solutions emerging from and within schools.
Through the Global Network of Learning Schools, the OECD aims to \:
- Strengthen peer learning and connections among school networks by gathering, codifying, curating and broadly disseminating promising school-led initiatives on specific thematic areas, building upon existing research and repositories.
- Advance school knowledge frontiers through promoting the testing initiatives across a diversity of contexts, as well as undertaking co-creation and action-research projects on key challenges facing schools today and of the future.
- Surface school voices on key issues of relevance for policy and practice.
EDU/ECS is looking for a Network Co-ordinator and Analyst to support the OECD’s Global Network of Learning Schools. Responsibilities include conducting pedagogical analysis and research; preparing reports and other publications; organising policy dialogue and peer learning activities; maintaining effectively communication with partners; and contributing to EDU’s and ECS’s overall work objectives.
The Network Co-ordinator and Analyst will work under the supervision of the respective Project Lead and under the direction of the Head of the Early Childhood and Schools Division (ECS) Division within the Directorate for Education and Skills (EDU/ECS).
Main Responsibilities
Strategic Coordination
- Support the Project Lead in ensuring implementation of the Network’s strategic priorities; ensuring the operational effectiveness and monitoring meaningful engagements in cross-cutting projects and initiatives in the directorate and across the Organisation.
- Support the developing of the long-term strategic vision, working with partners to identify emerging policy interests and developing proposals for new work.
- Supervise consultants while monitoring progress and providing guidance and advice where required.
- Ensure the coordination and complementarity with other projects across the Directorate for Education and Skills engaging with school-level actors (i.e. Education 2030, PISA for Schools, etc.), and collaborate with the OECD Development Centre to connect with school networks beyond OECD countries.
Analysis, data collection and drafting
- Identify relevant pedagogical issues; review, synthesise and interpret available evidence; and analyse the implications for schools and education systems.
- Identify, assemble and analyse data and information (e.g. questionnaires, country policies and practices and case studies) and where relevant, develop appropriate analysis to strengthen the evidence base.
- Develop advice and recommendations drawing on available evidence and taking account of school and country context, and where relevant, implementation aspects.
- Draft reports to present evidence, analysis and policy advice. These could include synthesis reports, country reviews, implementation support reviews, highlights reports, topic briefs, case studies, toolkits and working papers.
- Contribute to the organisation of policy dialogue and peer learning activities and the development of tools to assist countries and school networks with the design and implementation of their policies and initiatives.
- Contribute, as required, to horizontal and multidisciplinary projects and other outputs of the Directorate for Education and Skills and the OECD.
Communication and Outreach
- Engage with members and beyond to move forward the international collaborative agenda on schooling, and contribute to position the Network as a leading platform for school collaboration
- Contribute to the organisation of seminars, webinars, conferences and workshops, in collaboration with member countries and partners.
- Contribute to the School Network communications efforts, including actively communicate and disseminate the work, internally and externally, delivering presentations and disseminating OECD analysis through relevant channels, including events, webinars, articles, blogs, and other media.
- Represent the OECD in relevant international and national settings.
- Ensure effective working relationships with country representatives, agencies and stakeholder groups.
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics, education, public policy, social sciences, or a similar discipline.
Professional Background
- At least three years’ experience experience in coordinating projects in research and/or policy contexts, with strong experience with stakeholder engagement and the organisation of meetings, workshops and conferences.
- A minimum of one-year relevant post-Master experience in teaching in a primary or secondary school. In-depth knowledge of issues relevant to schools would be an asset (e.g., curriculum, professional development, assessment, diversity).
- Experience in analysis and interpretation of quantitative and qualitative information; making rigorous assessments of evidence and its relevance to policy issues; and producing pertinent and clear analysis of policies and practices for non specialised audiences.
- Knowledge of education policy issues and substantial expertise in one or more key areas of education policy in a cross-national context.
Tools
- Proficiency with standard MS Office software.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
- One-year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at 6,308 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen in June and panel interviews are planned for July.
