Background:

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the local position of Security Guard (GS2) to support the Office of Head of Mission. Under the general supervision of the Head of Mission (HoM)/Deputy Head of Mission (DHoM) and the direct supervision of the appointed Security Focal point, the incumbent safeguards staff, visitors and property of the Mission.


Tasks and Responsibilities:

Under the supervision of the Mission’s Security Focal Point, with specific instructions, the incumbent ensures security and protection of the Mission’s personnel, property and premises as follows:

  • Acts as the Mission’s Security Guard at the office entry point/reception area;
  • Performs duties of the Receptionist / Switchboard Operator;
  • Screens all persons (Mission Member and visitors) entering the OSCE premises, permitting access to holders of valid IDs, in accordance with the appropriate protocol and security instructions;
  • Requesting identification and authorization for entry from unknown persons and if necessary  preventing access after referral to the higher level authority;
  • Maintains the Mission Members’ and Visitors’ Log on entries and exits of the visitors by completing visitor’s name, time s/he enters and leaves the office, and name of the mission member s/he visited;
  • Invites Mission Members receiving visitors to collect his/her guest. Asks visitors to wait to be collected and where necessary escorts them;
  • Acts as Mission’s Duty Officer at shift. Responds to emergency calls from Mission Members and acts in line with the prescribe procedures and instructions;
  • Always adheres to the Mission Security Plan document as well as any special guidelines in place, such as Mission to Montenegro’s response to COVID-19 IoM. Observes that the Mission Members follow those instruction and provides guidance when necessary;
  • Acts as the liaison with building Security staff and Administration;
  • Monitors CCTV system, by thus controlling premises, including the server room, ensuring that the Mission’s entrance door is locked after working hours and lights turned off;
  • Takes care of the first response in cases of fire or other emergency, as regulated by the respective Emergency Plan. Reads and understands all instructions of the Mission’s Security Plan and other internal documents/guidelines related to the security of personnel, property and premises;
  • Reports any unusual incidents to the Mission’s Security Focal Point;
  • Prepares Mission regular security reports and assists the Security Focal Point in preparation of security documents such as the Mission Risk Assessment, Security Plan and Evacuation Plan;
  • Ensures compliance with health instructions and monitors the security situation in the host country and regularly reports on the security situation to the Security Focal Point, DHoM and HoM;
  • Follows-up on validity of the Mission Members’ ID cards and performs their re-issuance;
  • Conducts necessary Security Training for the newcomers; 
  • Keeps and updates Mission Members’ emergency contact list (address and phone numbers);
  • Supports the Mission as a back-up Driver;
  • Performs other duties as assigned.


Necessary Qualifications:

  • Completed secondary education;
  • Computer literate with practical experience with Microsoft applications; 
  • Possession of a valid driving license and ability to drive 4 wheels drive vehicles with manual and automatic gear boxes as well as in winter and adverse conditions;
  • Minimum one year experience in security functions in a big private enterprise, bank, national or international organization;
  • Knowledge of basic security methods and practices to perform in the limited intervention assignments. Ability to use emergency equipment;
  • Previous training with the military or police would be an asset;
  • Standard first aid training would be an asset;
  • Excellent written and spoken communication skills in English and local languages;
  • Clean police/military record;
  • Ability to communicate effectively and with tact;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is EUR 866.58. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
