Role objectives
  • Support the delivery of project activities across all stages of the PLACES process and with a particular focus on stage 2: community-based assessment and planning, in order to identify inclusive and impactful multi-sectoral projects.

  • Ensure inclusiveness and gender-sensitive approaches in all project activities, facilitate mobilization of female participants throughout community-based activities, ensure and facilitate participation of women in community dialogue and consultation.

  • Strengthen referral mechanisms and work in close coordination and cooperation with implementing partners; civil society groups; Community Development Councils; UN agencies; international organizations; and private sector actors.

  • Build the capacity of SRR teams in the sub-offices to work in an integrated manner and effectively deliver PLACES, especially community-based assessments and planning.

  • Guide the work of SRR teams in the sub-offices throughout the project lifecycle and ensure effective communication with thematic leads, regional coordinators and senior management in Kabul.

  • Review and provide comprehensive, multi-sectoral guidance on Community Action Plans, project proposals and feasibility studies produced at sub-office level.

  • Work in close coordination and cooperation with different units within IOM Afghanistan to ensure internal referrals and efficient delivery of project activities based on programmatic units’ expertise.

  • Contribute to adequate monitoring, analysis and reporting on trends and information on returns and reintegration.

  • Support, when needed, the arrangement of meetings; staff travel; and other logistical issues; prepare purchase requests, payment requests, vouchers and other necessary documents concerning the project in a timely and accurate manner

  • Undertake site visits and duty travel as required.

Further information
  • Bachelor’s degree in Political Science, Social Science, Economics, Public Administration, or a related field from an accredited academic institution.

  • At least three (3) years of relevant professional experience in participatory processes and project implementation in technical areas of the project, including return, reintegration, community development and engagement.

  • Proven ability to establish and maintain strong working relations and lead, motivate teams and cooperate with relevant stakeholder and community counterparts, international organizations, implementing partners and private sector entities.

  • Experience with international organizations, UN agencies, (international) non-governmental organizations is preferred.

  • Experience in team supervision (preferably in multicultural environment set-up) is required.

  • Experience working with staff from diverse environments and managing teams remotely.

SKILLS:

  • In-depth knowledge of the broad range of migration related subject areas dealt with by IOM.

  • In-depth knowledge of project lifecycle management, including project identification, implementation, and monitoring and evaluation. 

  • Demonstrated experience in stakeholder liaison, in-depth community engagement, conflict analysis and mitigation.

  • Knowledge of urban and development policies and plans at local and national levels.

  • Knowledge of UN and bilateral donor programming.

  • Excellent computer skills, especially in MS Office remote working applications such as MS Word, MS Teams, MS SharePoint, etc.

  • Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance, and professional commitment to achieve high-quality results.

  • Outstanding written and verbal communication skills.

  • Strong supervisory and organizational skills.

  • Fluency in English

  • Fluency Dari or Pashto (speaking and writing)
