The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months. The recruitment is subject to availability of funds.

 

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

 

The following are eligible to apply:

 

- Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.

- External candidates. A selected external candidate will be issued with a 4.2 (e) contract.

 

Staff members with at least five years of continuous service with the Office are encouraged to apply.

Introduction

The Labour Law and Reform Unit (LABOURLAW) of the International Labour Office in Geneva is situated in the Governance and Tripartism Department (GOVERNANCE). The Unit advises on the effects and role of labour laws and labour dispute resolution systems as institutions for effective labour market governance, and for the pursuit of a wide range of labour market policy goals. Its advice is developed in collaboration with colleagues across the Office, and within the framework of international labour standards. 


In this context, LABOURLAW’s mission is to assist in providing proactive, integrated policy advice on what labour law and labour dispute resolutions systems can do, drawing on evidence from other countries. 


The Unit works toward this objective by providing technical advice to member States and ILO constituents, and through a targeted programme of research and publication. For both purposes, LABOURLAW maintains connections with external networks including university research centres, national labour dispute resolution institutions, and labour court judges. The Unit also collaborates in the delivery of capacity building, especially at the International Training Centre of the ILO in Turin. 


The position reports to the Head of Labour Law and Reform Unit. 

Specific Duties

•    Perform comparative analyses of the legislation and practice of ILO member States.
•    Assist the Unit with the piloting and implementation of the dispute resolution assessment tool.  This will include contributing to preparing background materials, processing replies to questionnaires and developing an initial online repository of comparative practices in a selected number of countries.
•    Assist the Unit with the provision of technical advice on matters pertaining to labour law reform, including with respect to the establishment, management and delivery of law reform processes.
•    Undertake research on labour dispute resolution systems and access to labour justice, and participate in publishing the results of the research.
•    Contribute to updating the EPLex database, and participate in finalizing comparative analyses and regional reports on the results of the Survey on the impact of the Covid-19 pandemic on EPL.
•    Draft replies to requests from constituents on questions relating to comparative labour laws and labour relations, in collaboration with ILO specialists in the field and at headquarters.
•    Contribute to the preparation of training tools and activities, including of the ITC/ILO Labour Law Academy and ITC/ILO courses on labour dispute resolution.
•    Perform other relevant duties as assigned. 

Required qualifications

Education

Advanced degree in law, preferably with a concentration in employment and/or labour relations law.

Experience

Minimum of one year of national or international experience. Demonstrated capacity to participate in the conceptualisation and delivery of comparative research on labour law and/or labour dispute resolution systems. A record of publication and/or demonstrated experience in the practice of labour law and the resolution of labour disputes would be a significant advantage.

Languages

Excellent command of one working language (English, French, Spanish) and good working knowledge of another.

Competencies

In addition to the ILO core competencies, this position requires:

 

Ability to analyse defined aspects of legal issues, draft clearly and concisely to prepare studies and comments, and take initiative to keep up-to-date with new developments in labour law and labour dispute resolution systems. Knowledge of legal regulation of the employment relationship, termination of employment, and labour dispute resolution systems, preferably in comparative perspective. Knowledge of international labour standards and the ILO supervisory system would be an advantage. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
