The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Multilateral Cooperation Department (MULTILATERALS) within the Field Operations and Partnerships Portfolio. MULTILATERALS leads, coordinates and promotes the ILO’s active involvement in the UN system and its cooperation with other multilateral organizations. The department collaborates closely with the ILO Offices in New York, Washington and in other locations hosting international organizations. In cooperation with technical departments at ILO headquarters and ILO offices in the regions, it promotes the mainstreaming of the decent work objectives into the UN system and ensures a pro-active and coordinated ILO contribution to the 2030 Sustainable Development Agenda. It also manages the ILO’s relationship with the international financial institutions in close coordination with the Policy Portfolio.

The Senior Coordinator for Multilateral Affairs contributes to the Department’s role in coordinating the ILO’s engagement with the UN and the multilateral system, including multilateral development banks and other international financial institutions.

The position reports to the Department Director. 
 

Specific Duties

1.    Advise and brief ILO senior management and specialists on the ILO’s engagement and collaboration with multilateral institutions. Provide and coordinate inputs for policy papers and draft reports. 

2.    Provide advice to senior officials on current policies and views, as well as on the development of general policies for relations with other international organizations and multilateral financial and economic institutions.

3.    In close collaboration with the Policy Portfolio, the ILO Offices in New York and Washington, as well as Regional Offices, promote policy coherence and advocate for ILO core values and the Decent Work Agenda with international organizations. Represent the department and Office at internal and external meetings and conferences. 

4.    Provide technical inputs and coordinate inter-departmental contributions and briefings for ILO representatives to United Nations inter-agency coordination mechanisms, including the UN Chief Executives Board (CEB), the High-level Committee on Programmes (HLCP), the High-level Committee on Management (HLCM) and the UN Sustainable Development Group (UNSDG). Serve as task-team representative for the ILO as requested.

5.    Serve as a resource specialist for capacity building of ILO constituents and briefings of ILO field staff and UN and other key partners on UN Development System matters and other related issues. 

6.    Serve as task team member for the ILO and department focal point for selected ILO technical and operational areas and global networks, providing the multilateral system perspective for policy and programme development. 

7.    In close collaboration with the Policy Portfolio, coordinate ILO engagement with multilateral development banks on environmental and social frameworks (safeguards).

8.    Manage, coordinate and serve as liaison for interdepartmental and interagency work programmes at the request of the Department Director. 
  
9.    Plan, organize and direct all management services for the department related to programme, finance, resource mobilization, communications, human resources and staff development. 

10.  Perform other relevant duties as assigned.
 

 

 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Provide leadership and vision for the work unit.
  2. Responsible for programme development and evaluation. Establish priorities and objectives for the work unit and organise resources to achieve the objectives.
  3. Formulate the Programme and Budget proposals, and implement decisions that impact upon the cost-effective management of the department, programme or sector. Develop a variety of criteria to measure programme effectiveness. Supervise administrative services for a large department or sector.
  4. Contribute as a strategic member of the management team and prepare documents of a conceptual, strategic and policy nature. Conceptualise, design and develop a range of services, tools and related support activities. Plan, organise and supervise the preparation and production of technical and administrative documents and/or major publications.
  5. Provide policy advice on a broad range of matters including cooperative arrangements involving work activities between programmes, departments or sectors; personnel and financial matters; and quality control. Identify, analyse and document experienced gained from delivery of services, implementation of development cooperation and other developmental activities undertaken.
  6. Plan and coordinate activities with other organisations and/or institutions.
  7. Assess needs, design and implement activities in coordination with the field and constituents. Evaluate activities undertaken in the field and provide feedback. Coordinate development cooperation activities for a large department or sector.
  8. Represent the work unit and the office in internal and external meetings as regards policy questions.    
  9. Manage and coordinate large meetings or special events.

Required qualifications

Education

Advanced university degree in economics, labour law, public administration, international relations, industrial relations or another relevant field.

Experience

At least ten years of progressively responsible experience in the occupational area of which at least seven years at the international level promoting multilateral cooperation, development partnerships, and United Nations collaboration.  Experience working in the UN or other multilateral institution.

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of a second language. One of these languages must be English.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
