Your team

Within the Directorate European Civil-Military Aviation , the EUROCONTROL Innovation Hub (EIH) carries out research, innovation and simulation activities to help improve European aviation performance, safety and sustainability, bridging the gap between R&D and operations. The EIH also addresses emerging new technologies as well as deployment of drones and urban air mobility systems.

The Project Manager (Simulation Platform Modernisation) is responsible for the modernization of the ESCAPE simulation platform under the EUROCONTROL DECMA/INO/SPS (Simulation & Validation Platforms & Services) Programme.

Your role

Your role will be to:

  • Lead, manage and coordinate the modernization of the simulation platform (ESCAPE) and contribute to the definition of the strategy of the platform evolution.
  • Produce the project working plan and monitor the overall progress; track risks, issues and opportunities, undertake required corrective or mitigation measures and ensure quality & timely delivery of project activities.
  • Manage the project team and their deliverables.
  • Ensure effective collaboration between all contributors (technical partners, industry, external providers, etc) and various stakeholders.
  • Identify and assess, in close collaboration with relevant technical teams, the impact of the modernisation on the existing architecture and systems.
  • Guide and advise, as subject matter expert, the project team in the consolidation of the functional and technology evolutions.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant domain or completed university studies of 3 years with at least 1 year of relevant working experience.
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 5 years’ relevant working experience in project management including management of international projects.
  • The following certifications would constitute an advantage:
    • Project Management Professional (PMP).
    • Programme Management Certification (PgMP).
    • Professional in Business Analysis (PMI).
    • Agile Project Management (PMI-ACP).
  • Experience in resource management including large budgets.
  • Experience in managing projects developing real time platforms.
  • Experience in the definition of platform development roadmaps.
  • Experience in R&D and/or Innovation related activities.
  • Technical drafting skills (English).
  • The followings would be considered an advantage:
    • Experience in leading and managing EU-funded projects and grant contracts
    • Experience in Agile project management.
    • Experience in Aviation, Air Transport or Air Traffic Management system(s).

  • Communication: you adapt your communication to different situations and audiences.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level insert C1. The selected candidate will have to acquire at least a basic knowledge of French at level A1 before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).

  • Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
  • Internal candidates
    • If selected, the person will keep their current type of appointment duration (undetermined or determined).
    • The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years.
    • This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
