Background:

The OSCE Programme Office in Bishkek provides expert and technical assistance in response to requests submitted by the host country, and assists Kyrgyzstan in fulfilling its OSCE commitments. The activities of the Programme Office are carried out within the OSCE’s comprehensive security model – politico-military, economic and environmental, and human dimensions, with close cross-dimensional co-operation vital to achieving our set goals.

The OSCE Programme Office in Bishkek approaches every security issue in a comprehensive manner, be it transnational threats and law-enforcement co-operation, economic and environmental development, promoting good governance, advocating for the full implementation of the United Nation’s International Covenant on Economic, Social and Cultural Rights, fighting human trafficking or improving the national electoral system.

All areas of the Programme Office‘s work are closely linked to the host country’s efforts to transform Kyrgyzstan into a secure and progressive state, while also fulfilling its OSCE commitments.
 

Objective
The incumbent is responsible for administrative and financial matters in the OSCE Programme Office in Bishkek, in charge of dealing with the controlling and monitoring of all financial operations/transactions related to programmatic activities of the POiB in the South and other regions. The position is a mobile one, with a certain amount of in-country travel.

Tasks and Responsibilities:

1.    Under the direct supervision of National Finance Officer the incumbent will be responsible for: 
•    Timely and accurate processing of the bills from suppliers and entitlements for the mission members. 
•    Reviews and checks the financial reports from Implementing Partners. 
•    Ad-hoc monitoring visit of IPs in the roster in all regions of the country; prepare monitoring visit reports and evaluation the financial capacity of the IPs. 
•    Checking that financial reports from IPs are accurate and reliable.
•    Travel to other regions of the country for monitoring and checking financial reports from IPs.
•    Providing financial trainings to the IPs.
•    Prepares VAT submissions, communicates with vendors/suppliers on VAT questionable items, and communicates with the Tax authorities on any questionable VAT claims. 
•    Conducting local suppliers with whom the Programme Office has LWCs for clarification of the provided financial supporting documents.
2. Responsible for ensuring the accuracy and completeness of the general ledger inputs and proper recording: 
•    Verifies the correctness of information for input into the General Ledger to ensure that it is in compliance with the relevant Financial Rules. 
•    Examines correctness of GL entries in both location.
3. Other duties: 
•    Briefs local and international mission members on the on-job application and interpretation of Financial Regulations, Financial Instructions and IRMA. 
•    Attends the meetings upon request wherein answers to queries pertains to her/his areas of responsibility; attends regular/ad hoc FAU meetings. 
•    Acts as a back-up to Finance Assistant and Treasury Assistant in case of absence. 
•    Maintains archive of Financial and Project handler documents. 
•    Performs other related duties as assigned.


Necessary Qualifications:

  • High school diploma;
  • Minimum 4 years or relevant work experience;
  • Computer literate with practical experience in Microsoft Office applications;
  • Excellent written and oral communication skills in English and Russian. Oral communication skill in Kyrgyz language.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 899.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
