Result of Service

This contract assignments will help pilot countries to improve their statistical capacity to inform trade policy of gender equality considerations and enable more targeted and effective gender-responsive trade policy measures. It will develop new insights by linking globally available statistics and supporting countries in microdata linking their national statistical data for more accurate key indicators of gender-in-trade, to inform gender-sensitive trade policy.

Duties and Responsibilities

The United Nations Development Account (UNDA) project “Data and statistics for more gender-responsive trade policies” aims to strengthen countries’ capacity to develop and use gender-relevant statistics to inform trade policy. Signatory countries committed to the Buenos Aires Declaration on Trade and Women’s Economic Empowerment in December 2017, which calls for the “sharing of methods and procedures for the collection of sex-disaggregated data, the use of indicators, monitoring and evaluation methodologies, and the analysis of gender-focused statistics related to trade”. Gender equality considerations have become an essential part of trade negotiations. In this light, UNCTAD continues its efforts to develop gender and trade statistics to inform trade policy in line with a Conceptual Framework for measuring gender and trade, UNCTAD published in October 2018.

Currently, UNCTAD is preparing statistical guidelines for the compilation of trade and gender statistics reflecting findings of the first pilot in Georgia and the work of other pioneering countries globally. Also, UNCTAD is leading a sub-group to include gender equality and inclusiveness considerations in the upcoming update of international merchandise and services trade statistics manuals. This consultancy will build on these achievements further strengthening UNCTAD’s role in the area of trade, investment, finance, gender in trade and sustainable development.

Within delegated authority, a consultant will be responsible for the following duties:

• Coordinates the project activities being a focal point connecting ECA and ECE UN Development Account project teams. Establish closer ties with UNAIDS in Central Asia expanding further the project scope. Updates project website and collaboration platform.
• Collects and evaluates statistical data, including for research on gender and trade.
•Participates in the use, development, implementation and management of statistical database(s), particularly on gender and trade.
•Develops and provides guidance, training and technical support on data collection programmes, country practices and other related information.
•Participates in the development or revision of standards on statistical concepts, definitions and classifications by performing methodological research on the measurement of the gender impacts of trade.
• Drafts research papers and technical documents for international, intergovernmental and expert group meetings and assists in drafting relevant reports.
•Organizes activities and participates in seminars, working groups and expert meetings as a technical resource person and prepares training material.
• Write accepted papers for Journals and Congresses

Qualifications/special skills

Skills: Knowledge of official statistics, trade, and gender issues.
Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, sociology or related field.
Experience: A minimum of five years of progressively responsible experience at a national and international levels in the collection, compilation, analysis and dissemination of statistical data and development of gender and/or trade policy tools. Experience and/or training in project management is desirable. Expertise in statistical production software, such as SAS or R, is desirable.
Language: Fluency in English is required. Knowledge of French is desirable.
