Organizational Setting
The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with Offices and Divisions at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region. The RAP Fishery and Aquaculture module is responsible for delivery of the Blue Transformation Programme Priority Area PPA (Better Production 2) under the FAO Strategic Framework, as well as providing fishery and aquaculture related inputs under the RAP multidisciplinary priority areas.

The post is located in the Regional Office for Asia and the Pacific (RAP) in Bangkok, Thailand.

Reporting Lines
The Fishery and Aquaculture Officer reports to the Assistant Director-General/Regional Representative for Asia and the Pacific, under the technical guidance of the Senior Fishery Officer, RAP and the Director, Fisheries and Aquaculture Division (NFI).

Technical Focus
Responsible fishery and aquaculture management and development for the Blue Transformation in the RAP Region.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with regional objectives and the FAO Strategic Framework.

Key Functions
• Plans and leads components of multidisciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
• Collaborates in, provides technical backstopping to, and ensures the quality/effectiveness of, capacity development and knowledge sharing activities within Member countries such as policy support, organizational development and individual learning events, including preparation of related information, learning materials, and on-line tools;
• Promotes international cooperation/advocates best practices, supports increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions
• Provides technical backstopping, , to the FAO field programme and as part of multidisciplanry teams, related to the Blue Transformation, including project planning, formulation, evaluation, selection and briefing of experts, supervision of their field work and preparation of reports, in consultation with other modules and Divisions within FAO;
• Participates in field missions relating to project identification, formulation, technical guidance, backstopping and evaluation of FAO-Global Environment Facility (GEF) programmes in fisheries and aquaculture;
• Provides support and technical input for resource mobilization for the FAO RAP programme in aquaculture under the Blue Transformation, including the RAP Aquaculture Platform;
• Provides technical support to FAO's programme on the Blue Transformation in capture fisheries, particularly with respect to improving regional and national-level capacity for fishery and fish stock assessment, data collection and fishery statistics as well as activities related to small-scale fisheries development and management;
• Analyzes technical and policy issues, strategies and programmes related to the Blue Transformation in capture fishery management and aquaculture development in the RAP region;
• Organizes and/or participates in relevant technical meetings, studies and other activities related to the above functions and represents the Organization in meetings and workshops;
• Performs other duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in fisheries, aquaculture management; fisheries management/assessment, fisheries economics or marine affairs with a specialization in fisheries management, or related fields.
• Seven years of relevant experience in the field of sustainable fisheries or aquaculture management and development.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• A high-level university degree i.e. Ph.D. in the relevant related areas would be considered an asset.

• Extent and relevance of experience in planning and implementation of development programmes related to fisheries and aquaculture.
• Ability to mobilize resources.
• Extent and relevance of experience in organizing international workshops, meetings and training courses.
• Ability to write clearly and concisely; to write and present technical material for science for policy communication; to edit technical material for publication.
