Background:

 

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the local position of National Security Co-Operation Officer (NP1) to support the Security Co-operation and Governance Programme. Following the Mission's strategic goal for streamlining and focusing its work in order to achieve a more effective and efficient use of the financial and human resources available, in line with the host country's needs and strategic priorities the Security Co-operation Programme will expand its assistance into mentoring, advising and coaching role in several programmatic areas of the police reform: Strategic Management and Planning and Police Accountability and Transparency.


Tasks and Responsibilities:

Under the direct supervision of the Security Co-operation Programme Manager, the incumbent is responsible for (a) Security co-operation programme: projects planning, development, implementation and monitoring and evaluation in the areas of Strategic Management and Planning and Accountability and Transparency; (b) Advising on gender mainstreaming and gender equality in the respective areas of work; (c) Conducting administrative needs and activities (c) Liaise with designated national counterparts and project beneficiaries.

The incumbent carries out the following programmatic duties:

  1. Develops, implements, and monitors Security Co-operation Programme’s projects in the areas of Policing; Accountability and Internal Affairs and Strategic Planning and Management. Identifies and promotes regional scale projects to Programme Manager and national partners;
  2. Analyses, screens, reviews and amends Security Co-operation Programme’s project ideas including budget breakdown proposals. Monitors the project status implementation in regard to budget, human resources and administration, and provides timely information reopen, project implementation and co-ordinates with programme managers to ensure that project deadlines are met;
  3. Runs background research, using a variety of information sources on different aspects of police reform. Based on the research conducted, advise the Programme Manager on development of project proposals; ensures that projects are relevant, consistent and complete and in line with overall objectives and agreed Mission priorities, unified budget and applicable project development regulations;
  4. Liaises with the Mission Programme Co-ordination and Fund Administration Unit on project activities, project proposals, acceptance of pledges, management of projects and reporting on their implementation;
  5. Interfaces with senior and mid-level Government officials (listed under 6.2.) international and non-governmental organisations, OSCE Secretariat's Department for Addressing Transnational Threats, OSCE Field Missions in the region, Police consultants and experts for the purpose of the project development and implementation;
  6. Drafts  Working   Agreements   with   implementing   partners  and   Memoranda   of Understanding with the Ministry of lnterior; 
  7. Advises the Programme Manager on the project financial and budgetary issues and on determining forecast expenditures;
  8. Provide support to the Programme Manager in the preparation of the Unified budget Proposal (UBP) and Programme Budget Performance Report (PBPR).
  9. Oversees the implementation of extra-budgetary project, as requested;
  10. Acts as alternate acting Programme Manager in her/his absence. 
  11. Assists with implementation in other projects as needed;
  12. Serves as the Programme's  focal  point for relevant fields of expertise;
  13. Serves as the Section focal point for the project facilitation and information exchange to the national partners and project beneficiaries;
  14. Facilitates police experts meetings, conferences, specialised police trainings, roundtables, workshops and seminars;
  15. Drafts and /or reviews terms of reference for externally employed staff;
  16. Briefs and guides the Programme's staff on policies and procedures, develops programmes institutional knowledge of procedures and practices;
  17. Works in OSCE Integrated  Resources Management  Administration system (IRM A);
  18. Identifies and recommends Implementing Partners and beneficiaries of the projects. Drafts  Implementing Agency Agreements;
  19. Provides notes to the file, summaries of the meetings and background information on topics within incumbent’s areas of knowledge at request of supervisor;
  20. Maintains Department ' s library and calendar of the Programme;.
  21. Provides technical assistance for the recruitment of the Section's staff;
  22. Assists senior staff when interfacing with local interlocutors, government officials, NGOs and other counterparts in domestic and international organisations to ensure effective communication;
  23. Prepares periodic Analyses and Reports relating to Police Reform in general; provides inputs for the Mission’s Monthly Activity Report;
  24. Drafts, screens and /or reviews interim and final narrative reports on project implementation and reviews financial expenditure reports;
  25. Drafts and maintains official correspondence in both English and the local language, and compiles summaries of meetings and project activities;
  26. Runs periodic evaluation of the Programme’s progress
  27. Performs other duties required.


Necessary Qualifications:

  • First-level University degree in social science, management or similar, professional training in leadership, project management or in the policing area would be an asset;
  • Minimum two years of relevant professional experience, with some of the working experience acquired in an international organization;
  • Experience in the police reform programme areas in Montenegro would be a strong asset;
  • Proof of project development and management experience as well as in general administration;
  • Demonstrated analytical, organisational, planning and problem-solving skills, as well as ability to handle multiple tasks;
  • Ability to analyse, interpret and summarise research data and to present findings;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and spoken communication skills in English and local language;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks;
  • Holding valid driving licence.
     

Remuneration Package:

Monthly remuneration, subject to social security deductions, is EUR 1,810.00. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
