BACKGROUND

As part of its leadership role on SDG4, UNESCO aims to facilitate information and prompting needed discussions to unpack the SDG 4 agenda to identify ways and approaches to tackle the present-day challenges in education.

While consolidating the Voluntary National Reports on SDG4 five-year progress, policy information was lacking. Without the full recognition and acknowledgement of how each SDG 4 indicator elements are supported by adequate policies, frameworks, and standards, progress will be hindered in achieving each sub-component of the SDG4 agenda. As the ‘gatekeeper’ of SDG 4, UNESCO will work to map and acknowledge the level of adequate policy availability which will allow governments and development partners to better target the needed investments and technical assistance to the countries upon analysing the policy capacity.

As such, research on policies in each country against the SDG4 indicators will be conducted to assist in the policy-level needs for meeting the SDG 4 goals in the coming eight years. To trigger the needed attention toward monitoring and reporting on policies, UNESCO will initiate the exercise in partnership with each Member State. The policy mapping results are expected to identify the gaps in creating the enabling environment for education services as countries aim to recover and ‘build back better’ from the global pandemic.

PURPOSE

To assist the governments in the Arab region provide a supportive policy environment for scaling quality learning that safeguards every child’s right to quality and equitable education in their respective countries. As a first step, UNESCO will assess the level of available supportive policies. More specifically:

      •  
  • To develop a regional report on SDG4 policy mapping in the Arab region by conducting a research into policies, frameworks and standards against selected SDG4 indicators; and
  • To identify policy gaps against selected SDG 4 indicators (per country and at the regional level) and develop recommendations by elaborating the findings.  

Concretely, the Consultant shall undertake the following tasks and deliver corresponding outputs:

     

Tasks:

  • Develop research methodology including data collection and analytical frameworks;
  • Conduct and lead the research on policy mapping in the Arab region with analysis of existing policies, frameworks and standards against selected SDG4 indicators, especially for indicators addressed in Table 1 (Annex 1) with an asterisk (*)[1]
 

[1] Indicators with an asterisk are those used for Arab regional and national benchmarking and/or will be used for the upcoming regional analysis on resilience building.

 

PURPOSE

The policy mapping should identify:

  • Policy availability (yes/no);
  • Name of the policy;
  • Year published (and updated);
  • Name of Ministry/Department responsible;
  • Adequacy of content, reflecting current country contexts and demands;
  • Link/Reference.
PURPOSE

Similar mapping is expected for associated framework/standard related to:

  • National curriculum framework;
  • Early childhood education curriculum framework;
  • Teacher standards framework;
  • Monitoring & Evaluation framework;
  • Data quality standard;
  • Learning competency framework;
  • SOP for school safety (COVID-19 measures).
PURPOSE
  • Elaborate findings conducive to policy recommendations, identification of policy gaps and recommendations for the future to address gaps identified in the report;
  • Prepare a presentation and deliver consultation meetings/workshop to the Member States (personnel from Ministries of Education as well as other ministries) and stakeholders on report findings.

The policy mapping will inform and feed into the Evidence-Based Policy Notes on Building Resilience of Education Systems. The policy notes will leverage the analysis from the SDG4 policy mapping exercise especially on SDG4.7. The outputs will contribute to the upcoming Transforming Education Summit (September 2022) and be highlighted at a high-level event.

  • A PPT summarizing the Report
  • Presentation at a workshop on the Report findings
SCOPE OF WORK
  • Work in consultation with Member States, stakeholders and partner agencies to inform the report via the liaison of UNESCO Beirut and UNESCO Field Offices;
  • Provide regular updates to the Senior Education Advisor in UNESCO Beirut on the status and progress of the research throughout the period;
  • Provide technical expertise to UNESCO Beirut Senior Education Advisor in the area of education policies throughout the duration of the contract.

  • Advanced degree (Ph.D. preferred) in education, education policy, or related social sciences;
  • Professional experience of at least 10 years, relevant in the field of education, including education policies;
  • Rigorous research experience working with quantitative and qualitative data, with emphasis on the latter;
  • Proven records of similar assignments, and demonstration of experience in similar research projects through concrete examples;
  • Strong intellectual leadership, analytical and report writing skills;
  • Professional knowledge about education challenges and issues as relevant to education policies and SDG4;
  • Familiarity with socio-demographic of the Arab region and past experience conducting research in the region;
  • Familiarity with UNESCO and UN agencies in the Arab region;
  • Full-professional proficiency in Arabic and English;
  • High self-initiative and flexible in quickly adjusting to the changing work plan requirements.
ADMINISTRATIVE ISSUES

Working modality:          The Senior Education Expert is expected to work in his/her residence and carry out the assignment in close consultation and collaboration with UNESCO team.

Coordination:                   The Senior Education Expert is expected to work closely with UNESCO colleagues based in Beirut as well as in the field offices, member states and other key stakeholders in the region.

Reporting:                          Throughout the assignment, the Senior Education Expert will work under the overall guidance of the Regional Director of UNESCO Beirut Office and will report to the Senior Education Advisor of Education. During the fulfilment of his/her work, the Senior Education Expert will ensure regularly communication with Senior Education Advisor prior to the delivery of expected tasks/reports.
