The recruitment process for National Officer positions is subject to specific local recruitment criteria and Article 4.3 of the ILO Staff Regulations. The ILO may only offer a contract to persons who have a valid residency status and work permit in Turkey.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given at the first step of the grade. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates:

  • In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Introduction

 

The position is funded under the development cooperation project titled “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens”. The project is funded by the KfW Development Bank and links to CPO TUR 159 (Policies and programmes implemented by constituents aimed at protecting migrant workers' rights and promoting decent employment for the Syrian refugees and migrant workers -Outcome 7). 

 

The project aims to facilitate the early entry of Syrians under temporary protection and Turkish citizens  from host communities into the labour market and to help them develop, strengthen and upgrade their skills and competences as required. The overall objective of the proposed project is to enhance formal employment for Syrian refugees under temporary protection (SuTP) and Turkish citizens and to create formal sector jobs.

The project builds on ILO interventions on the Syrian refugee crisis in Turkey since 2014, promoting comprehensive short- and medium-term employment-rich measures to be implemented within the framework of Turkey’s overall response and the Regional Refugee and Resilience Plan (3RP).

 

The project is implemented by the ILO in close cooperation with the Ministry of Labour and Social Security (MoLSS), the national authorities and the social partners in 10 provinces, namely Ankara, Şanlıurfa, Hatay, Gaziantep, Adana, Mersin, İstanbul, İzmir, Bursa and Konya.

 

The Employment Services Officer will assist the Project Manager under the overall supervision of the Director of the ILO Office for Turkey and will undertake the below mentioned duties.

 

Reporting lines:  

 

Employment Services Officer will report to the Project Manager of the project under the overall supervision of the Director of ILO Office for Turkey.

Description of Duties

  1. Be responsible for the technical and administrative implementation of the employment services and one-stop shops related component of the project, and ensure timely delivery of expected outputs and results.
  2. Provide specialized knowledge and technical input on one-stop-shop services and public employment services
  3. Support a needs assessment to identify suitable easily accesible locations and design of one-stop shops as well as the selection of employment services to be available at one-stopshops  in consultation with İŞKUR (Turkish Employment Agency).
  4. Support the recruitment and training of one-stop-shop staff to ensure as well as regulary support the identification of capacity-building needs for staff.
  5. Review and analyze relevant documents/information with particular reference to provision of employment services and work permit systems produced by the Government, research institutions, universities, UN agencies, international organisations, and external collaborators; and provide written analysis on the findings to management.
  6. Monitor progress of the activities by preparing, reviewing, verifying and analysing work-plans, progress reports, final reports and other data in a clear, consistent and complete manner.
  7. Liaise closely with other projects implemented under the ILO’s Programme of Support, İŞKUR, DG International Labour Force (MoLSS) and relevant partners to ensure coherence of the employment activities implemented by ILO.
  8. Liaise with relevant technical departments at ILO HQ and ensure their involvement and technical support to the project activities.
  9. Assist in the programming and control of resources of the respective project activities, prepare budget estimates and expenditure forecasts by analyzing and monitoring the situatrion of resources as compared to planned activities and make recommendations for remedial action.
  10. Provide advice to the ILO, the team members as well as the project stakeholders or relevant institutions on the necessary actions to be taken for the timely delivery of the expected project outputs.
  11. Flag on bottlenecks and advise on necessary remedial actions.
  12. Prepare briefs, background information, periodical reports, subject matter related technical reports and statistical data on status of relevant project activities.
  13. Oversee the work external collaborators and the quality of services provided.
  14. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
  15. Draft, translate and edit official correspondence, statements and speeches and other public information material.
  16. Undertake regular missions to project sites and conduct regular meetings with stakeholders and beneficiaries.
  17. Perform other duties as may be assigned by the Project Manager and the Director of ILO Office for Turkey.

Education

First level university degree in Economics, Sociology, Social Sciences or related fields.

Experience

  • Two years of professional experience at the national level in implementation of projects aiming at improving employability, skills development, employment service delivery and social integration of vulnerable groups.
  • Experience in working with migrants and/or refugees.
  • Experience in technical and vocational training and public employment services will be an asset.

Languages

Excellent command of English and Turkish both oral and written.

Competencies

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures.
  • Good knowledge of the context and challenges refugees  and Turkish citizens are facing to access the formal economy
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  • Ability to interpret project information and to identify and analyse problems with implementation.
  • Good drafting skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to clarify information.
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
  • Ability to work independently, quickly, precisely, and take initiative and responsibility
  • Ability to work under pressure and to meet the deadline
  • Ability to deal with people with tact and diplomacy.
