Data Analyst

The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.

The IEA Energy Data Centre (EDC) seeks energy data analyst to strengthen the IEA’s work on data, developing new indicators and consolidating existing processes. Within the Energy Data Centre, the candidate will participate in the development of timely indicators related to innovation, jobs & skills, venture capital and help the IEA in its mission to become a dynamic hub for the collection, analysis and dissemination of real-time energy data using digital tools. An important component of the mission will be related to the analysis and development of Energy and Gender related indicators.

Main Responsibilities

Developing datasets and indicators\:       

• Further develop and maintain the Gender portal for indicators related to gender on areas such as employment, innovation, policy and entrepreneurship.
• Develop indicators regarding the  digitalization of the energy sector relative to start-ups, patents, skill requirements and other domains; work with analysts across the Agency on the assessment of the impacts of digitalisation of energy.
• Develop and implement scrapers in order to capture new sources of real-time energy data (electricity, gas, emissions); Explore work in new areas related to energy use (aviation, maritime transport) and emissions (CO₂, methane) where real-time data can be extracted and converted into valuable indicators.
• Explore how data from social media (Twitter, LinkedIn) can be used to develop behavioural indicators relevant for energy transitions.
• Develop  and implement models to predict values for missing data (including Nowcasting) and enhance data quality more generally.
• Contribute to the modernization of data process across EDC’s portfolio of data products by creating robust scripts and implementing best practices.

Working with databases\:

• Work with Data Engineers to ensure the data is stored and structured in a way that maximises accessibility and usability, and facilitates dissemination.

Converting data into analysis and insights\:

• Generate BI reports to visualise observed data in the domains set  out above, and develop tools for the generation of automated reports converting such trends into insightful stories.
• Work with policy analysts across the Agency on data analysis and the preparation of reports that seek to explain observed outcomes in the areas set out above.
• Work with the Communications and Digital Office to generate powerful visuals and data portals.

Ideal Candidate Profile

Academic Background

• An advanced university degree in quantitative fields such as Mathematics, Statistics, Data Science or advanced empirical applications in the social sciences (e.g. economics, sociology, political science)

Professional Background

• A minimum of two years of relevant experience in a Data Analysis or Data Science position.
• Experience in the Energy field would be an advantage
• Experience dealing with Gender related issues would be an advantage

Tools

• Python or other relevant languages

• SQL and more generally understanding of databases structure and logic
• Power BI or other BI tools

Skills

• Drafting skills
• Ability to present technical content to a non-technical audience

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset.

Contract Duration

• Two year fixed term appointment, with the possibility of renewal.

Selection process

Long-listed applicants will be invited to a video test to be held in the beginning of June and panel interviews are planned for end of June.
