Background

This post is financed from the Extra Budgetary (ExB) “In support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspects” Project. The initial contract is until 31 December 2022 with six months’ probation period. The post extension is subject to availability of funds.

Tasks and Responsibilities

Under the direct supervision of the National Programme Manager the incumbent performs the following duties:

Prepares material in Ukrainian and English

  • preparing press releases and news items
  • preparing social media posts
  • preparing outreach materials, e.g., factsheets
  • supporting content development for the OSCE Project Co-ordinator in Ukraine (PCU) and project partners' webpages
  • managing contacts’ database
  • managing stock of visibility materials, e.g., factsheets, banners, flags

Conducts outreach events

  • organizing media coverage of project related activities
  • organizing publicity events

Acts as the Small Arms / Light Weapons (SALW) control projects’ communication advisor

  • supporting communication and visibility planning and implementation
  • assisting National Programme Manager and National Project Offices in planning publicity, including in their project proposals
  • speaking on behalf of the PCU
  • advising on how to handle media enquiries
  • arranging interviews with media representatives

Liaises & communicates with the project partners on the local level

  • supporting communication activities related to country-wide public opinion survey, attitude study and public awareness and communication campaigns including mainstreaming messaging
  • supporting communication activities related to promoting improvement of legislative mechanisms for regulating and controlling the circulation and use of weapons, ammunition and explosives (WAE) and its implementation

Performs other related work as assigned.

Job Requirements

  • Ukrainian citizenship or holding permanent resident status in Ukraine. 
  • Secondary school education supplemented by formal courses in media / journalism, humanities or project management.
  • Minimum six years of professional  work experience in communications, preferably in an international environment
  • Computer literate with practical experience in Microsoft applications
  • Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Please note that a first-level university degree in a relevant field may be considered as a substitute for one year of working experience, an advanced university degree – for two years of working experience.

Remuneration Package

Annual salary, subject to social security deductions is EUR 14,700. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
