Background:

In line with SDG Target 10.3 and human dimension commitments related to non-discrimination declared in the CSCE/OSCE Copenhagen Document 1990, in 2022 the office plans to continue its support in enhancing the capacity of relevant Host Country actors to ensure the right to equality and prohibition of all forms of discrimination in accordance with international human rights standards.

The work of the Human Rights Unit addresses the broad need for greater awareness among state officials, civil society representatives and the general public about human rights principles, as well as specific obligations of the state to effectively protect human rights. 

The project addresses several priorities under the (draft) National Human Rights Protection Strategy, one of which is to ensure the right to equality and prohibition of discrimination in accordance with international human rights standards. Under this priority, the project will support development of the curriculum for the educational programme on standards and norms to prevent discrimination and deliver a series of seminars for local civil society organizations and government employees. 

POiD has provided support to the Host Country to develop draft anti-discrimination legislation, which is currently under consideration for adoption. This draft legislation reflects international standards on identifying and combatting discrimination. The Host Country’s efforts to develop a legislative framework also reflect recommendations of international human rights treaty body mechanisms. 

In this regard, POiD has committed to supporting the development of an educational programme on standards and norms to prevent discrimination and provide a curriculum for relevant state agencies tasked with working on non-discrimination and equality.
 

Objective of Assignment:

To develop an educational programme on standards and norms to prevent discrimination, namely through developing a curriculum on international best practice and legislative frameworks for identifying and combatting discrimination. 
To deliver a series of seminars for government officials.
 

Duration of Assignment:

15 days with possible extension.


Tasks and Responsibilities:
Under the supervision of the Human Rights Unit of the POiD the consultants will undertake the following activities:

  1. Developing a curriculum on international best practice and legislative frameworks for identifying and combatting discrimination;
  2. Preparing handouts and relevant background material in Russian and Tajik;
  3. Conducting two two-day trainings for relevant state officials;
  4. Addressing questions from the audience in relation to the implementation of national anti-discrimination policies, including in another OSCE participating State;
  5. Ensuring that the training is adjusted to the legislation of Tajikistan and the recommendations accepted by Tajikistan under International Human Rights Treaty Body mechanisms and the UN Universal Periodic Review; 
  6. Providing advice to the OSCE on further needs and opportunities for training on equality and prevention of discrimination in the form of a post-training assessment report.

Note: The expert will report to the Human Rights Officer.

 

Deliverables:

Deliverables are to be submitted jointly in cooperation with another consultant: 

  •  An educational programme on international best practice and legislative frameworks for  identifying and combatting discrimination;
  • Effective delivery of two two-day training sessions;
  • Development of handout materials in Russian and Tajik;
  • Development of recommendations regarding participants needs for future training.

Necessary Qualifications:

  • Advanced degree in law, human rights or related field;
  • Minimum ten years of experience in assessing needs, developing training methodologies and delivering training;
  • Excellent knowledge of international human rights standards;
  • Excellent knowledge of the right to equality and on prohibition of all forms of discrimination;
  • Proven experience in designing and delivering human rights trainings, including for State employees;
  • Proven experience in drafting and developing equality and non-discrimination legislation or policy;
  • Experience of designing and working with interactive teaching methods;
  • Working knowledge of Russian or Tajik desired;
    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
