MAIN DUTIES AND RESPONSIBILITIES

The GreenVoyage2050 Project, funded by the Government of Norway and executed by the IMO, is a technical cooperation project which aims to support implementation of the Initial IMO Greenhouse Gas (GHG) Strategy to reduce GHG emissions from ships (MEPC.304(72)) and resolution MEPC.323(74) encouraging voluntary cooperation between the ship and port sectors.  

Working with twelve developing countries around the world, including Small Island Developing States (SIDS) and Least Developed Countries (LDCs), and partnering with maritime-related international associations, other UN organizations, and the industry, GreenVoyage2050 supports the reduction of GHG emissions from shipping, in line with the levels of ambition set out in the Initial IMO GHG Strategy. 

The incumbent will be expected to independently manage a range of duties across the National Action Plan (NAP) lifecycle as well as in the domestication process of MARPOL Annex VI as follows: 

Advisory services to support countries in their efforts to develop and implement voluntary NAPs for maritime emission reduction

This will include, inter alia, the following duties: 

  1. Support countries in undertaking detailed research and analysis of information to determine policy intervention, to distil key policy issues and develop robust and evidence-based rationale to support development of NAPs (e.g. provide technical support to countries in their efforts to characterize their maritime fleet in the national context and assess the status of national maritime emissions) and use a range of research methods, to ensure credibility of information and evidence sourced. Keep abreast of available data sources to inform policy development and guide analysis; maintain and apply awareness of national and global developments, current affairs and policy development within area of expertise;
  2. Assist countries in the stakeholder groups identification, consultation across the NAP development process, definition of clear objectives and support the incorporation of stakeholder engagement feedback into the development of policy solutions;
  3. Support countries in the development of a robust NAP (and associated documents) that meets current and future needs through information and gap analysis to determine costs, benefits, risks and opportunities in line with suitable solutions and policy developments, and provide guidance on drafting changes in policy.
  4. Assist countries in the development of supporting infrastructure and processes for NAP implementation, providing guidance on potential implementation modalities (e.g. the establishment of topical sub-groups for implementation), and contribute to the development of appropriate NAP evaluation criteria and monitoring approach;
  5. Maintain accurate records of key discussions and decisions, and prepare minutes, briefs, submissions, reports, and updates. Lead development of best practices and lessons learned for the formulation of tools and guidance material; and
  6. Provide technical support to learning events at country, regional, and global level, including organizing and facilitating trainings, workshops, and other related events.

Advisory services to support countries in their efforts to ratify, implement and enforce MARPOL Annex VI

Taking into consideration specific requirements of the beneficiary country, the incumbent will:

  1. Lead meetings of the GreenVoyage2050 Project Coordination Unit and National Project Focal Points, to understand the national legislative framework and status of implementation of MARPOL Annex VI into national law; support roundtable meetings of national stakeholders relevant to the drafting of legislation for implementation of MARPOL Annex VI; 
  2. Provide technical support and assistance to the national team responsible for the legislative drafting (national lawyers, legislative, drafters, technicians etc.) in understanding the objectives and technicalities of MARPOL Annex VI. Provide guidance on the drafting of maritime legislation in order to meet current and future obligations; review the draft legislation for incorporation of MARPOL Annex VI into national law; and provide feedback and guidance, as appropriate; 
  3. Deliver training workshops on the provisions of MARPOL Annex VI, to national stakeholders responsible for the drafting of legislation for implementation of MARPOL Annex VI. Prepare and update training materials, including proposing and inviting lecturers, make logistical and administrative arrangements (i.e. recruitment, procurement, delegation of authority), prepare relevant reports and cooperation arrangements., participants lists and deliver presentations  during the programme; 
  4. Conduct legal research and analysis and prepare studies, briefs, reports and correspondence. Undertake review of legal documents, instruments, or other material; identify important issues, similarities, and inconsistencies, etc. Assist in the preparation of drafts of background papers, studies, reports, legislative texts and commentaries on those texts, teaching materials; and
  5. Draft terms of reference for contracting additional experts and consultants and oversee contractual arrangements. Review and edit consultant reports and provide feedback on performance.
Other duties

  1. Monitor and identify the needs of partnering countries and, in direct contact with their National Focal Points or other government officers, facilitate project support to those countries to implement the legal, policy and institutional reforms to address maritime emissions; 
  2. Support forging strategic partnerships with government, UN agencies and bilateral donors. Develop close relationships with key government officials and stakeholders;
  3. Prepare and produce communication and outreach material for the Project; attend relevant conferences, meetings and seminars, as requested and appropriate; and
  4. Perform any other related duties relevant to the role, as required.
