Advocacy Advisor - Ukraine Emergency Response CEE/CIS/ME (f/m/d)

Location: preferably Vienna, Austria, remote working in Europe negotiable

Duration: Full time, Limited until end of 2023

Mission

Following the outbreak of the war in Ukraine, SOS Children’s Villages has set up a humanitarian emergency response programme with strategic focus on the following target group: children in alternative care (i.e. foster and kinship care, residential and institutional care), unaccompanied or separated children and children in vulnerable families. As part of the humanitarian response programme team, and in coordination with member associations in Ukraine and countries receiving displaced/refugee children, the Advocacy Advisor Emergency Response Ukraine will develop, support implementation and monitoring of an ER Ukraine advocacy strategy that aims at influencing governments to provide the affected target group with the highest standards of protection and care as outlined in international children’s rights and humanitarian law. The position will strongly coordinate within the Emergency Response Ukraine programme team, the General Secretariat advocacy specialists and particularly the advocacy focal points in the International Office and International Office Region EUCM (Central & Eastern Europe and Middle East), and member associations.

 

Tasks and Responsibilities

Advocacy Strategy Development, Implementation and M&E 

  • Develop a joint advocacy strategy and plan with member associations engaging in the humanitarian emergency response to the war in Ukraine, IO and EUCM regional advocacy teams. 
  • Influence relevant international policy frameworks and stakeholders for the ER Ukraine and post-conflict interventions 
  • Support the implementation of the joint advocacy strategy by providing strategic advice to national, regional and international advocacy focal points’ action plans, and by identifying and coordinating common issues, challenges and good practices. 
  • Monitor and regularly report on progress of SOS Children’s Villages’ advocacy for the ER Ukraine 
  • Contribute to the Ukraine ER’s mid-term and final evaluation from an advocacy perspective. 

Information and Knowledge Management

  • Establish a knowledge management and internal communication system on the advocacy work on the ER Ukraine, leveraging online tools including SharePoint and MS teams 
  • Utilize data / information from the field and share analyses and briefings to inform understanding of the humanitarian crisis and implications and issues relevant for advocacy. 
  • Provide senior managers with a comprehensive and nuanced picture of local, national and international trends related to the war and humanitarian needs for our target group.

Evidence based advocacy messaging 

  • Support updating the global position and the development of advocacy messaging on the war in Ukraine and related humanitarian issues, based on sound information from the ground as well as international political intelligence 
  • Monitor relevant policy developments and produce analyses to inform key internal stakeholders  
  • Provide talking points for senior managers and advisors in International Office and EUCM to support their advocacy engagements 
  • Develop evidence-based policy briefs and other key advocacy materials to support the implementation of the advocacy strategy, in coordination with relevant internal stakeholders 
  • Identify data gaps for advocacy and liaise with colleagues working on monitoring and evaluation to provide data supporting advocacy objectives. 
  • Collaborate with communications department to ensure external messaging is aligned and contributing to the advocacy strategy

ER Ukraine relevant advocacy partnerships and alliances

  • In coordination and cooperation with International Office Region EUCM, maintain and expand relations with international inter-agency groups and networks working on advocacy around the ER Ukraine, and ensure synergies between them and national and local efforts. 
  • Identify potential new strategic partners and alliances to leverage positions. 
  • Provide strategic advice to International Office, International Office Region EUCM and national advocacy spokespersons and external representatives to convey key advocacy messages around the ER Ukraine to their target audiences. 
  • Represent the international advocacy team in thematic expert meetings on the ER Ukraine (internal and external as needed). 

Requirements

Essential 

  • Minimum 5 years of work experience in humanitarian and development sector, including at least 3 years with a role related to advocacy and policy. 
  • Master’s degree (or Bachelor’s degree with relevant work experience) in international relations, political science, human rights, or any other degree that is relevant to the humanitarian and development field
  • Experience of developing advocacy strategies with an international scope to achieve change and impact at national level 
  • Experience in analyzing complex political and policy trends/issues and developing policy analyses, recommendations and evidence-based advocacy messaging respecting political sensitivities, particularly in a humanitarian context 
  • Experience in networking, coordinating, and building coalitions, particularly in the human rights, humanitarian and/or development field. 
  • Experience in dialogue facilitation and consensus building among diverse stakeholders and in a multi-cultural environment. 

Desirable: 

  • Experience operating in a humanitarian/emergency response context 
  • Previous experience in project management  
  • Experience with migration and refugee policies, especially in the EU 
  • Experience with child rights and meaningful child participation 
  • Experience applying humanitarian standards in the context of crisis
