Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions.

 

PROJECT BACKGROUND

Senegal has been a member of GGGI since November 2014 and for next 5-10 years its principal strategic focus is the successful implementation of policies to sustain strong macroeconomic growth and catalyze structural changes that targets poverty reduction and social inclusion. The Government of Senegal (GoS) recognized the need for change and adopted a very ambitious development strategy called “Plan Senegal Emergent” (PSE), to make Senegal an emerging country by 2035. GGGI is currently supporting the GoS to structure the green PSE, “PSE Vert”.

The Operational Office for the Monitoring (BOS) of the Senegal Emerging Plan (PSE) has started in 2021, as part of its missions, the structuring of the PSE Vert in collaboration with the Ministry of Environment and Sustainable Development (MEDD), the Global Green Growth Institute (GGGI) thanks to support of the MAVA Foundation and the European Union.

At the end of the strategic orientation workshop that closed the first structuring phase (called PRE-LAB), six (06) priority sectors were selected: i) energy, ii) forestry, iii) agriculture (including livestock and fishing), iv) industry, v) water and sanitation and vi) urban planning/construction.

The second phase of the structuring process began in January 2022 with the holding of meetings and roadshows with the sectoral ministries and departments concerned, the private sector, and the public governmental entities that are to be involved in the effective implementation of this ambitious program. In addition, a call for projects has been launched to identify strong and relevant projects due to partake in the LAB, an intensive structuring workshop spanning 5-6 weeks that will define the overall roadmap for the successful implementation of the Program.

Overall, the GoS aims through the PSE Vert to promote green growth, resilient to climate change, through the mobilization of the potential of green investments in all sectors of the economy by 2035. This potential, estimated at nearly XOF 4,000 billion, can be mobilized through multiple financing windows designed to support projects with a green, blue or environmental dimension at several levels.

In order to better understand the mechanisms governing the allocation of such funding and to map out such windows at the international level, it was deemed necessary to call upon the expertise of a recognized expert on this subject. This, with the aim of being able to accompany in an adequate and close manner the projects that will be selected, in order to mobilize the funding necessary to their good execution and subsequently, the effective operationalization of the program.

OBJECTIVES OF THE ASSIGNMENT

GGGI seeks to engage a competent individual (“the consultant”) to carry out a mission related to green finance opportunities for the structuration of the PSE Vert led by BOS.

Specific tasks to be performed

    • Carry out an exhaustive mapping of "green" financing windows or financing tools in the sectors selected as priorities by the PSE Vert;
    • Submit a presentation of the mechanisms for obtaining "green" financing from the windows that will be identified;
    • Support the PSE Vert project leads in the formulation of their application, assisting them in the preparation of the associated documentation and the follow-up of the files;
    • Identify with the entities concerned, the contact persons who could serve as focal points for the BOS;
    • Facilitate, if needed, the contact between these focal points, BOS and GGGI teams that will support the project leads;
    • Propose presentation templates (teasers and pitch templates) that would optimize access to green financing;
    • Ensure during the mission to keep an active eye on calls for proposals/funding (locally or internationally) for projects integrating an environmental dimension and relay available opportunities to the BOS and GGGI during the mission.

Mapping of Green Financial Institutions and Green Financial Mechanisms

A detailed mapping of all financial institutions and other entities offering green financing mechanisms (national and international, for the public and private sectors), with their eligibility criteria, available amounts, procedures to follow, key contacts, and current calls for financing.

This mapping should be done in Excel format, a full report submitted in Word format, and a synthetic presentation summarizing the work provided in PowerPoint format

Teasers to present shortlisted Projects to Financial Institutions

On the basis of the shortlist of projects selected to be matured in the Lab, prepare teasers to present these projects to the institutions that will emerge from the mapping;

In addition to the expected deliverables, the Consultant will be responsible for two missions, integral to the LAB process and during the entire period of the LAB, namely:

  • Assist project leaders in the formulation and follow-up of their funding requests
  • Initiate the mobilization of funds in parallel with the process of preparation and holding of the Lab (see in the Post Lab phase)

All reports and outputs must be in French, with summary report in English (unless being indicated otherwise), in accordance with formatting requirements of the PSE Vert project team and submitted in hard copy and electronic formats along with complete sets of raw data, research materials, and interview notes. All deliverables should be agreed between the Consultant and the PSE Vert project team within the first week of the contract.

The consultant will have to work in close collaboration with the PSE VERT project team set up at the BOS level. The different deliverables of the consultant will have to be validated by both BOS and GGGI.

The Consultant’s work progress will be monitored primarily through periodic review meetings (weekly), to update on key findings and keep track on the engagement progress, the precise schedule of which is to be agreed with the Consultant. These meetings will help assess the status of the project, actual achievements made against the timeline set at the beginning of the assignment, support required to address any challenges met, etc.

 

EXPERTISE REQUIRED

The Consultant will be required to map all green and/or environmental funding windows and should be familiar with the mechanisms and processes for submitting applications with a high probability of obtaining funding.

To this end, the desired Consultant should: 

    • Have proven professional experience in the fields of environment and sustainable finance and public and private financing instruments for environmental issues (at least 8 years of financing practice at international/national level);
    • Have a well-developed network of resource persons in organizations or institutions working in sustainable finance or in the financing of "green" projects;
    • Be able to collaborate transversally with several organizations and provide the client (the BOS and GGGI) with a list of key people/institutions to contact in each targeted financing window;
    • Have relevant work experience (with contacts of at least 02 references) in green finance institutions or in a similar professional setting;
    • Be able to create and produce communication materials (teasers, pitch decks, ...);
    • Possess excellent writing and synthesis skills;
    • Display excellent knowledge of the Office package, especially PowerPoint and Excel;
    • Demonstrate good interpersonal skills and the ability to work transversally with the teams involved;
    • Fluency in French and in English, with excellent writing, synthesis, and presentation skills.
