The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the 141 members of the Inclusive Framework on BEPS. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for a dynamic economist with a strong background in the field of public economics or corporate tax policy to join the Tax and the Environment Unit. S/he will have experience in tax policy, including economic and statistical analysis, and in evidence-based policy analysis and research.

The position focusses on policy analysis at the intersection of Corporate Income Taxation and Climate Policy and support the development of conceptual frameworks to inform policy discussions on the role of corporate tax in driving investment and consumption decisions, with a particular focus on business’ investment decisions relating to clean technology deployment and development.

The selected candidate will report to the Head of the Tax and the Environment Unit in the CTPA’s Tax Policy and Statistics Division (CTPA/TPS).

Main Responsibilities

Research, Analysis and Drafting

  • Contribute to the OECD's ongoing work on tax and the environment, with a focus on improving insight into the ways in which corporate income taxation could and does interact with climate policy.
  • Carry out high quality economic analysis at the intersection of corporate income taxation and climate policy in the form of case studies, including a review of relevant corporate income tax provisions and evaluation of their alignment or misalignment with climate policy objectives and tax policy principles.
  • Contribute to the development of conceptual frameworks to support the analysis of the role of corporate income taxation in driving or impeding investment and consumption decisions, including investment decisions regarding clean technology development and deployment; identify reform opportunities for better aligning corporate income taxation with climate policy objectives.
  • Draft reports and articles presenting the analysis and drawing policy conclusions.

Co-ordination, liaison and representation

  • Establish contacts and work in close collaboration with representatives of national administrations and country delegations.
  • Help to strengthen dialogue across the relevant policy communities, in particular the climate policy and tax policy communities.
  • Liaise and foster collaboration both within CTPA and within other relevant OECD Directorates. 
  • Engage with external stakeholders, such as academics, other international organisations, civil society and the business community.
  • Present the team's work in meetings, seminars, conferences and briefings, and contribute to disseminating papers and reports to a wide array of audiences.

Ideal Candidate Profile

Academic Background

  • An advanced university degree or equivalent in economics, business, taxation or a professional qualification in other relevant areas of public policy, preferably with strong quantitative training.

Professional Background

  • At least three, preferably five years’ experience in applied economic research and tax policy analysis in a tax administration, Ministry of Finance, academic institution, or relevant private sector experience.
  • Confirmed experience in assessing the impacts of tax policies, developing methodologies and data to estimate the economic effects of tax provisions.
  • Strong writing skills with a demonstrable ability of conveying complex ideas to technical and non-technical audiences.
  • Excellent quantitative skills and advanced use of statistical software (e.g. Stata, R, Python).
  • Good knowledge of the principles of business taxation.
  • Knowledge of climate policy and environmental fiscal policy principles would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • 18-month fixed-term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6,308 EUR or 7,784 EUR, plus allowances based on eligibility, exempt of French income tax.

This position is twin graded A2/A3. Appointment will be based on the candidate’s level of experience and demonstrated ability to perform the functions at the expected level.
