*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29738.- JOD yearly.

Introduction

The Decent Work Country Programme (DWCP) in Jordan sets the overarching framework for the delivery of support to ILO’s social partners and national stakeholders. The DWCP 2018­2022 has three main priorities: (i) Employment creation contributes to economic and social stability at household and community levels; (ii) Decent working conditions for all creates a level playing field for Jordanians, Refugees and Migrant Women and Men and; (iii) Social partners increase contributions to decent work.

Under these priority areas, the project “Advancing Decent Work for Women to Achieve Economic Development – Jordan” would like to hire a national officer to lead the management of the project. The project aims to improve work conditions and labour rights for women in Jordan. This will be achieved through working towards increasing participation of women in the labour market, creating work and income opportunities, improving decent work conditions and labour rights, and building workers’ capacities in different areas of work. Under the general supervision of  the  Project Manager and in  close collaboration with the Senior Gender Specialist , the incumbent will perform the following tasks:

Description of Duties

1.   Review and analyze project documents and budget proposals, project annual workplans, Terms of Reference for partner organizations and consultants, and project reports;

2.   Provide professional services for an identified set of project services, provide inputs for developing project’s plans, conduct basic research and analysis, and draft components of reports and presentations for situation analyses for the project’s needs relative decent work conditions for women in multiple sectors;

3.   Provide timely, accurate and pertinent information on project’s budget matters for operational decision­making purposes through the strategic use of the results­based management by the use of baselines, milestones and indicators to measure, analyse and report on performance;

4.   Monitor and verify accuracy of project’s data, linking the financial delivery with the programmatic delivery under the project;

5.   Participate in meetings and field visits to monitor and report on project’s implementation. Identify issues and propose corrective actions;

6.   Work in cooperation with external partners, and technical specialists in   ROAS    and   HQ  in the preparation of draft Memorandum of Understanding (MoUs), ensuring consistency with requirements and timelines for project implementation.

7.   Perform other duties as may be assigned by the Project Manager or the CTA.

Required qualifications

Education

First level university degree (Bachelor’s or equivalent) in business administration, social sciences, gender and/or a field relevant to the job.

Experience

Minimum of two years of professional work experience in the area  of project planning, monitoring, implementation and evaluation activities, preferably in the field of gender and with UN Agency.

Languages

Excellent command of both English and Arabic.

Competencies

•   Good knowledge of programming and results­-based management (RBM) principles and concepts;

•   Knowledge of the programming cycle (planning, monitoring, reporting and evaluation);

•   Knowledge of resource mobilization;

•   Political awareness and understanding of socio­economic factors;

•   Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution;

•   Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office;

•   Experience in managing digital media platforms including posting on Twitter, Facebook and Instagram;

In  addition  to the ILO core competencies [Integrity and transparency, Sensitivity to diversity, Orientation to learning and knowledge sharing, Client orientation, Communication, Orientation to change, Takes responsibility for performance, Quality orientation, Collaboration], this position requires:

  • Ability to interpret and work within applicable rules, regulations, policies and procedures.
  • Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.

Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
