ABOUT THE JOB

The Accountability Specialist (Age, Gender, Diversity Mainstreaming) will act as focal point for the implementation of DRC Afghanistan age, gender and diversity (AGD) recommendations across both programmes and operations. The Accountability Specialist will collaborate closely with DRC Accountability Working Group, senior management, sectoral leads, and support services staff to improve DRC Afghanistan’s AGD outcomes both internally and in our programming in line with AGD workplan.

 Responsibilities:

Technical Leadership and Quality Assurance

  • Lead the development of best practice policies, standards, and tools to support DRC’s commitment to AGD mainstreaming within the context of Afghanistan
  • Provide leadership in identifying AGD issues within programs and operations and develop strategies for promoting AGD mainstreaming across all programmes and organizational policies (including HR)
  • Conduct field visits to monitor quality of AGD mainstreaming and provide recommendations for specific actions required to improve on AGD integration in project design, implementation, and monitoring  
  • Lead and/or support AGD analysis processes, including study design, staff training, data collection and data analysis, including by working closely with third parties contracted by DRC to conduct specific AGD analyses and provide recommendations

Capacity building

  • Build DRC staff’s capacity on the application of the AGD lens across program cycle, including through frequent visits to the area offices to work closely with field programme and support teams
  • Build DRC partners’ capacity on the application of AGD lens in activity implementation, monitoring, fundraising and organizational development more broadly

Program Development, Reporting, Advocacy and Communication

  • Participate in the development of proposals to support AGD mainstreaming into programme activities, budgets and workplans, including technical review
  • Provide technical review of reports and other relevant sector-specific donor communications
  • Contribute to program review meetings where he/she is the focal point and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings)
  • Support with advocacy and communication outputs related to AGD-related themes

Organizational development and culture

  • Review institutional policies and procedures towards ensuring that they incorporate AGD mainstreaming recommendations and lead and/or support on the implementation of such recommendations, in close cooperation with relevant internal and external stakeholders
  • Advise senior management staff on adoption of internal practices and actions related to AGD mainstreaming, including related to advancing women’s leadership, and promoting equal opportunities for different diversity groups in staff recruitment, and retention
  • Support the implementation of internal action plan on Prevention of Sexual Abuse and Exploitation (PSEA)

Build organizational capacity on PSEA through engagement and capacity building for PSEA Focal Points

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 3 years of experience working for an INGO across various sectors, research institution, academia, governmental sectors, legal sector.
  • Experience working with national partners, local/government authorities, and UN organizations;
  • Experience working as a technical capacity would be a distinct advantage.
  • Excellent communication and interpersonal skills

Education/qualifications:

  • Degree in Social work, gender or another relevant social science; Masters would be an advantage.

Languages:

  • Full professional proficiency in Dari, Pashto and English
