Introduction

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

Global Green Growth Institute (GGGI) following its larger mandate of supporting green growth in India, integrating environmental sustainability with economic and social development and poverty reduction, is implementing Denmark funded Biological Compressed Natural Gas (BioCNG) program. GGGI’s program in 3 target countries -Indonesia, India and Thailand will support governments to develop a vibrant BioCNG market (robust demand and supply) with an ecosystem of service and technology providers.

This will be achieved through technical assistance to create an enabling business environment, reduce barriers to the recovery and use of BioCNG, and support environmentally sustainable and commercially scalable business models that are targeted for the local conditions.

The program intervention in India is building upon GGGI’s initial assessments of solid waste management in three secondary cities, that identified various opportunities and challenges including those related to the source segregation, domestic technologies, capital cost, financing options, policy framework, and technical standards.

GGGI is supporting the Ministry of Petroleum and Natural Gas (MoPNG), Government of India and public sector oil and gas companies in developing BioCNG market, which will contribute to India’s energy security and reduction in import of fossil fuels thereby meeting the government’s ambitions under Sustainable Alternative Towards Affordable Transport (SATAT) Scheme.

Objectives/Purpose of the Assignment

Among the important project components is the creation of an enabling policy environment to identify and address regulatory and policy issues and ecosystem of service providers and investors for BioCNG market. This requires an in depth understanding of the existing issues and constant engagement and interaction with MoPNG, oil and gas companies on policy advisory. The purpose of this assignment is to nurture and maintain a network for collaboration with government departments, oil and gas companies, technology providers, private sector investors and other stakeholders to create an enabling policy and ecosystems of service providers under this project.  

 

Scope of Work

The consultant will support GGGI to engage with key stakeholders such as Department of Renewable Energy in Punjab and Haryana, public sector companies (PSCs) to develop government and private sector partnership for BioCNG projects in Punjab and Haryana. The role of the consultant is to facilitate the discussions with the state level ministries, and policy-making agencies, among others, and make appropriate recommendations to create an enabling ecosystem for the sector. The consultant will support on various project implementation aspects such as developing business plan, standardizing contracts, drafting bid documents, and bid advisory, among others.

 

The consultant hired for the assignments will have the following scope of work

  • Supporting GGGI in identifying hotspots considering waste feedstock and CGD network in Punjab and Haryana.  
  • Provide site reports on the identified hotspots for setting up BioCNG plants.
  • Engage with the Department of Renewable Energy in Haryana and Punjab (HAREDA and PEDA) to strengthen GGGI’s engagement with state governments.
  • Provide advisory inputs to draft the bidding documents and standardizing the contractual agreements    

 

DELIVERY
  • Ensure the development and dissemination of the policy recommendation outputs to Punjab and Haryana Governments.
  • Facilitate the engagement with various state specific stakeholders including investor/promotors to prepare the list of potential BioCNG projects
  • Facilitate the development of draft bid related documents and contractual agreements
  • Facilitate regular meetings with the key state specific stakeholders for the purpose of exchanging information, and coordination
 
FUNCTIONAL
  • Provide up-to date information on policy and regulatory changes in the BioCNG sector in Punjab and Haryana.
  • Daily engagement with State departments and ministries, among other stakeholders.
  • Liaise with potential investor and other stakeholders as per the requirement of the Program.

Qualifications/Experience/Expertise

 

  • More than 20 years’ experience in project planning, liaising, financing and execution of Renewable Energy Projects in the States of Haryana & Punjab.
  • Strong understanding of government systems and processes gained from prior experience of working with the Government Departments.
  • Previous experience in Biomass Assessment Studies in association with Government Department or research institutes is a must.
  • Experience in precreation of projects, project implementation & monitoring involving State Govt Department of Renewable Energy and Ministry of New & Renewable energy.  
  • Experience in programme implementation for large size Biogas Plants from dairy, poultry, agriculture, and other waste.
