Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Reporting Lines

The Database Management Specialist will work under the overall supervision of the FAO Representative, the direct supervision of the Emergency and Rehabilitation Officer and the technical supervision of the Head of MEAL Team.

Technical Focus

The position will support the FAO Afghanistan MEAL team to ensure the availability of reliable, high quality data to monitor and report against FAO Afghanistan’s programme. In strong collaboration with the MEAL and Programming colleagues, the Database Management Specialist will play an important role in improving data quality and information management to strengthen analytical processes, and facilitate knowledge sharing and learning across the FAO programming.

Tasks and responsibilities

  • In consultation with programming and communication colleagues (including OCC colleagues when relevant), identify the information needs within FAO Afghanistan;
  • Support primary data collections (beneficiary registration, baselines, PDMs, midlines, endlines);
  • Data cleaning, curation and preparation of large volume database;
  • Prepare a summary extraction of geospatial data to link with georeferenced survey data and other data sources;
  • Provide quantitative analytical support, including econometric analysis, spatial analysis and/or other methods;
  • Contribute to the generation of reports and briefs and to the validation and interpretation of results;
  • Support with data visualization (dashboards and maps) for different internal and external audiences;
  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree (Master’s) or University degree (Bachelor’s) in statistics, economics, agricultural economics, or a related field.
  • For advanced degree at least five (5) years of professional experience in data collection, data analysis, data visualisation and database management.
  • For university degree at least seven (7) years of professional experience in data collection, data analysis, data visualisation and database management.
  • Working knowledge (level C) of English and local languages (Pashto and/or Dari).
  • National of Afghanistan.

Technical/Functional Skills

  • Extent and relevance of experience in database management;
  • Familiarity with quantitative methods for economic analysis;
  • Experience with data cleaning, merging and visualization;
  • Knowledge of geospatial analysis;
  • Ability to work under minimal supervision to meet tight deadlines;
  • Previous work experience with the UN is considered a strong asset;
  • Strong professional command of Microsoft Office, in particular Word and Excel;
  • Experience in quantitative data analysis using statistical tools (i.e. STATA, R, etc.).
