Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Two positions to be filled: one with the duty station of Bamyan and one with the duty station of Ghazni.

Project Background

The Community-based Sustainable Land Forest Management in Afghanistan project is the six-year intervention of the Food and Agriculture Organization of the United Nations (FAO) funded through the Global Environment Facility (GEF). This project aims to improve the sustainability of agriculture, forest, and land-use management through rehabilitating degraded forests and rangelands, enhancing and maintaining the livelihoods of Afghan rural communities in Bamyan, Badghis, Ghazni, Kunar, and Paktia provinces in Afghanistan by employing the community-based natural resource management (CBNRM) approach. The project has four major components: (i) capacity-building at the national, sub-national, and district levels for sustainable land and forest management; (ii) biodiversity conservation and carbon sequestration in forest landscapes; (iii) community-based rangeland management; and (iv) knowledge management, monitoring, and evaluation.

Reporting Lines

The Provincial Field Coordination Specialist will be under the overall supervision of the FAO Representative, and under the direct guidance/supervision National Project Manager/National Professional Officer.

Technical Focus

Support the work of the GCP/AFG/084/GFF funded "Community-Based Sustainable Land and Forest Management in Afghanistan" project. The project activities are implemented successfully, timely, and effectively and conform to the project's objectives. The position holder will ensure strong coordination, partnership and follow up with stakeholders as well as the beneficiaries.

Tasks and responsibilities

• Provide support and guidance to provincial- and district-level partners and local communities on SLM/SFM and other relevant activities;
• Facilitate the capacity development of provincial- and district-level partners and local communities;
• Facilitate community-based planning at the province, district and local levels;
• Facilitate farmer/pastoral field schools, exchange visits and other training, knowledge sharing and awareness-raising activities;
• Oversee implementation of SLM/SFM practices in the Project target districts;
• Provide support for M&E activities;
• Facilitate dialogue between national- and district-level partners, including by providing feedback on Project progress and conflict resolution;
• Conduct field visits as and when required based on the project work plan and facilitate joint monitoring visits with project stakeholders;
• Prepare monitoring reports and conduct interviews to write high-quality success stories;
• Prepare monthly, quarterly and annual project progress and technical reports;
• Lead project activities in the province and monitor project progress;
• Provide technical assistance and coordination for capacity building activities at field sites on carbon mitigating forestry activities and sustainable forest and land management;
• Working with the support of Kabul-based communications staff, clearly and effectively communicate about and promote the project to partners, stakeholders, and the FAO national office;
• Maintain a good network with local stakeholders;
• Work closely with the NPM and NPO and Kabul-based management staff to report on indicators;
• Assist the NPM/NPO in managing project staff and consultants working at field sites and ensure that their reports and results are delivered on time;
• Provide any other necessary support to the NPM/NPO in field implementation of the project.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced degree (Master) or University degree (Bachelor) in forestry, environmental sciences, rangeland or watershed management;
• For advance degree at least eight (8) years of relevant work experience in SLM/SFM and/or climate change adaptation and mitigation projects, ideally in Afghanistan, four (4) years of which must have been in a multi-cultural office environment with an international NGO, Embassy, donor project, or a UN Organization;
• For university degree at least ten (10) years of relevant work experience in SLM/SFM and/or climate change adaptation and mitigation projects, ideally in Afghanistan, four (4) years of which must have been in a multi-cultural office environment with an international NGO, Embassy, donor project, or a UN Organization;
• Strong familiarity with climate change and sustainable land and forest management issues in Afghanistan, including the political, institutional and socio-economic contexts;
• Working knowledge (level C) of English and local languages (Pashto and/or Dari);
• National of Afghanistan.
