Purpose of consultancy

The consultant will contribute to the implementation and delivery of the Academy’s Engagement and Resource Mobilization Strategy in order to mobilize funds, conduct prospect research to identify strategic funding partners, and ensure there are efficient and systematic processes in place for proposal development.

Background

The WHO Academy is a priority special initiative of the WHO transformation agenda and supports accelerated learning and capacity building towards achievement of the 13th General Programme of Work targets. On 11 June 2019 the President of France and the Director-General of WHO signed a Declaration of Intent to establish the WHO Academy that will revolutionize lifelong learning in health.

The Academy brings together adult learning science, behavioural science and cutting-edge learning technologies such as artificial intelligence and extended reality with WHO’s norms, standards and evidence to deliver high impact accredited and tailored multilingual learning to meet diverse needs.

The Academy is open to a wide range of multisectoral stakeholders that can influence health, including leaders, educators, researchers, health workers, WHO staff and the broader public. The overall goal is to support the learning and development needs of WHO staff and stakeholders to progress towards WHO’s “triple billion” goal: ensuring that by 2023, an additional 1 billion people benefit from universal health coverage; 1 billion more are afforded better protection in health emergencies, and 1 billion more enjoy improved health and wellbeing. Deliverables

Deliverable 1: Prospect Research and Identification
The consultant will conduct extensive prospect research and develop a robust prospect list that will be regularly updated.

Objective 1: Conduct prospect research to identify new strategic funding partners to the WHO Academy

  • Output 1.1: Produce an initial list of prospects with a focus on the private sector (philanthropic foundations and private sector business) using the WHO internal CRM and conducting external research.
  • Output 1.2: Produce prospect research reports to facilitate ssessing the suitability of prospects and to ensure that the prospect pipeline is both robust and up-to-date.

Objective 2: Produce background research materials and content on prospects from other fundraising and resource mobilization income streams, including but not limited to bilateral partners, IFIs, and internal WHO units.

  • Output 2.1: Conduct background research to support the effective management of strategic funding partners.
  • Output 2.2: Ensure that the WHO CRM is regularly updated with key information on interactions with both prospects and partners.

Deliverable 2: Proposal Development

Objective 3: Contribute to the development of funding proposals to mobilize resources.

  • Output 3.1: Research the necessary components and write the funding proposals as opportunities are identified.
  • Output 3.2: Collaborate with WHO Academy colleagues to source the content and information to strengthen the funding proposals, pitch decks or cases for support.

Objective 4: Coordination, tracking and monitoring of proposals to be developed.

  • Output 4.1: Produce a calendar or systematic way of tracking the proposals that are currently being developed.
  • Output 4.2: Coordinate with WHO Academy colleagues and internal WHO colleagues in HQ on upcoming calls for proposals, meetings and funding opportunities in order to ensure the proposal development is timely and effective.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

University Degree in one of the following fields:

  • Arts (i.e. Political Science, Rhetoric, International Relations, Culture and Media)
  • Business (i.e. Administration, Business, Marketing)

Experience

Essential:

  • At least 3 years of relevant experience in fundraising, partnerships and resource mobilization, marketing, communications or advocacy.
  • Experience in managing events or project management of advocacy or partnerships-related events/meetings, ideally on both offline and online platforms.
  • Experience to conduct prospect research to develop the partnerships base.
  • At least 1 year of experience in proposal writing and development, especially with both bilateral partners and the private sector.

Desirable:

  • Experience in writing high-level talking points or communications materials for senior leadership.
  • Experience with digital collaboration platforms, digital education and the use of media for branding and positioning.

Skills/Knowledge:

Essential:

  • Proficient in all MS Office applications (Outlook, Word, PowerPoint, Excel, Teams).
  • Knowledge and proficiency in using online communications or collaboration platforms and products (examples: Trello, Zoom, Webex, Slack).
  • Strong written communication skills and ability to develop key messages for positioning.
  • Solid research skills, especially in reviewing background documents and ability to use a CRM to glean research information.

Desirable:

Knowledge of Photoshop, Canvas, Illustrator or similar software.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Knowledge of any other WHO language.

Band level A: USD 3,955-6.980 per month
