Purpose of consultancy

The consultant will contribute to updating and improving the online C-TAP database and provide reports. The purpose of the database is facilitate sharing of COVID-19 health technologies and clinical data through the C-TAP initiative.

Background

The database/platform will bring together information from diverse sources, including from implementing partner organization databases. The recruitment of a consultant will be undertaken to support gathering information from different sources, including C-TAP implementing partners, and facilitate to the C-TAP IT Manager and the WHO Department of Information Management and Technology. The consultant will also support identifying the best ways for short- and long-term data collection of C-TAP prioritized products.

Deliverables

Output 1: Collate and analyze the data contained in the C-TAP Database and continue the gathering of data in collaboration with the C-TAP Secretariat, implementing partner organizations, and the WHO Department of Information Management and Technology.

  • Activity 1:Collect the necessary data to update the C-TAP platform according the prioritized list of products (vaccines, therapeutics, IVDs, Medical Devices).
  • Activity 2: Process information received from Member States in relation to the prioritized list of products and include it in the database.
  • Activity 3: Periodically review specific information for prioritized products in the C-TAP database/platform, including product manufacturers, market exclusivities, patent and licensing status, technology transfer agreements, national emergency use listing and related information.
  • Activity 4: Modify the data in the new C-TAP platform directly.

Expected deliverables:

  • Updated C-TAP database
  • Monthly report on C-TAP database to the WHO C-TAP Secretariat

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced university degree in international relations, clinical research, medicine, public health, public policy or related degrees.

Experience

Essential:

Minimum of 8 years of demonstrated working experience in global health policy, specifically on innovation and access to medicines.

Skills/Knowledge:

Essential:

  • Knowledge of patent and licensing databases, clinical trial registries, regulatory status information, technology transfer agreements and related information.
  • Demonstrated ability to work with multiple partner organizations.

Desirable:

  • Knowledge of data management/database development, especially with integrating multiple data sources and databases into one system.
  • Strong analytical skills, with the ability to critically analyze, summarize and apply complex information from internal and external sources.

Languages required:

Essential:

Expert knowledge of English.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 350 – 499 per day

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

11 months at 30% (1.5 days per week)

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
