The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRCs Emergencies and Humanitarian Action Unit (EHAU) leads and supervises IRCs global emergency preparedness and response activities. The mission of the EHAU is to help meet people’s immediate survival needs and reduce suffering during the acute phase of an emergency. The EHAU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. 

Housed within the EHAU, the Signpost Project is a rapidly scaling responsive information service, providing up to date and contextually adapted information and content to equip its clients to make critical decisions about their futures throughout the arc of a crisis.  It is our mission to decolonize humanitarian information and shift power back to our clients by developing information products that address self-expressed information needs in our client communities. 

The Signpost project is at a critical point of inflection where its shown success is fueling a global expansion and our vision is to install a Signpost project at the heart of every major humanitarian context worldwide – making community-led, responsive information a public good for the aid sector.  
 
Job overview:

The Officer, Signpost Measurement & Evaluation will train and support teams across the globe in using analytic tools, and develop guidance on how to pull, analyze and interpret metrics. The incumbent will help build out a global level dashboard to track indicators such as user reach, user engagement, and requests by category and location across all Signpost projects to support global tracking capability and ensure consistency in client count across projects. 

They will be part of the Signpost Project Director's team, and will work alongside project teams in each country, IRC and Mercy Corps Measurement & Evaluation advisors, and the product team. 

Major responsibilities: 
 
Expand and improve dashboard tracking key indicators across all Signpost programs related to user reach, engagement, aggregate demographics, routing in data from Google Analytics, Meta Business Analytics, and Zendesk Explore.
Build out systems that can gather more sophisticated metrics, including information needs by location, rumors by inquiry type, risk mapping, and sentiment analysis
Prepare topical reports and data insights for dissemination to partners
Continuously maintain the global dashboard, as well as project-level data, adjusting as required by changes to relevant analytical tools
Mainstream concrete data protection principles and regulations including data anonymization, data equity, and GDPR compliance
Analyze users, interests, behavior of Signpost audience and provide insights to leadership as well as various levels of staff
Support project teams in understanding the global dashboard and process to pull additional indicators from analytical tools
Train teams in how to pull, analyze and interpret various data points to understand trends in engagement, information requests, user reach, and team performance.
Support program teams in adapting and deploying survey tools to measure user satisfaction.
Generate Reports, Analytics, Presentations from Signpost information platforms (Facebook Business Suite, Google Analytics, Zendesk, etc).
Develop guidance documents outlining how to gain insights from data generated by the Signpost program.
Provide leadership in thinking through Signpost’s use of data at project level and well as global level. 
Participate in data review meetings, flagging noteworthy changes in trends to relevant teams and HQ advisors.
Support the creation of quarterly and annual reports in collaboration with Signpost Project Director, Communications Officer, and Program Officer. 
  
Requirements:
 
Demonstrable experience and proficiency in Statistics platform R and python coding language
Experience working with data visualization tools such as Tableau and Power BI
Experienced with Meta Business Suite and Google Analytics
Excellent writing and communication skills in English. French, Arabic and Spanish skills desirable
Ability to work independently, proactive approach to work
Must have experience working in multi-cultural environment 

Preferred
Experience with Zendesk or other CRMs
Experience working with SQL and databases in Azure
Experience consolidating conflicting data sets into a central architecture
Experience with academic research using technology metrics
Experience with communication technology
Geospatial products such as ArcGIS, Esri, Mapbox, Google Maps API’s, Openstreetmap
NVivo, Dedoose or other qualitative analysis tools
Knowledge of natural language processing and sentiment analysis practices and  platforms, such as NLTK and Microsoft Cognitive Services
Experience working in the international humanitarian / development sector
