Organizational Setting

The Government of Suriname is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project will involve strengthening capacity of the Government to access climate finance through extensive stakeholder engagement, with the main objective of providing the evidence basis for climate change impacts on the agriculture sector of Suriname. The activities under this Readiness will provide important baseline data and information that needed for future decision making on climate change priorities in the agriculture sector and therefore a basis for concept note and proposal development.

Reporting Lines

The analyst will work under the overall supervision of the FAO Representative for Suriname based in Trinidad and under the technical guidance of the Lead Technical Officer based in Suriname. Because of the COVID-19 pandemic, the analyst will be home based but is expected to attend meetings, mostly in Paramaribo, and conduct field visits.


Technical Focus

In the general context of financing adaptation/mitigation for agriculture in response to climate change the consultant will;
• Analyse the role of men and women in the current agricultural production systems in Coronie, Saramacca and Nickerie.
• Analyse the expected effects of climate change on the role of men and women in the agricultural production systems
• Recommend policies and practices leading to an equal (equitable) distribution of workload and benefits for both gender in designing agricultural adaptation measures


Tasks and responsibilities

Develop a strategy on the gender issues on climate change in the agriculture sector lead by the Ministry of Agriculture (2.2.2).
• Analysis of gender and climate change issues in the agricultural sector for development of strategy for the inclusion of gender issues in decision making. This will include issues of Indigenous and Tribal peoples if applicable (2.2.2a). In order to complete the above, the analyst will collect data from the staff of the Ministry of Agriculture and other concerned government and non- Government stakeholder in Suriname
• Validation of this gender strategy by the stakeholders (2.2.2b)


Gender dimensions integrated into the Concept Note for the agriculture sector for submission to the GCF based on national priorities and findings from readiness activities in particular the climate change risk and low emission potential assessment (4.3.1).
• Identification of gender priorities for climate change adaptation measures and finance in the agriculture sector from readiness activities, building on the NDC, NAP and Agriculture master plan, activities 1.3.3a, 2.2.1a. This activity will include validation/approval of the main ideas to go forward for the concept note in activity 4.3.1b (4.3.1a).
• Gender dimensions in the development of one concept note based on a climate rational for submission to the GCF based on activity 1.3.3a, 2.2.1a, 4.3.1a and other relevant research. This activity will require preparation of materials, analysis, validation and reporting. This activity also includes a presentation in 1 of the 3 consultation workshops given (15-20 participants each) (4.3.1b). The Consultant would then be required to include this input into the Concept Note.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Social or Gender Studies or in a related discipline.
• At least 3 years of relevant professional experience in preparation of gender policy projects and/or community development in Suriname preferably with the Government of Suriname or GCF.
• Working knowledge (level C) of English
• Nationality of Suriname or resident in the country with regular work permit.
