Organizational Setting

The Office of Chief Statistician (OCS) is mandated to strengthen the coordination of FAO statistical activities and to oversee the Implementation of the organization’s responsibilities in global SDG reporting. Furthermore, OCS sets statistical standards for all data collection and dissemination activities of the organization, monitors its implementation across the statistical units, provides quality assurance to all FAO statistical processes and statistical outputs and promotes the modernization and integration of the FAO statistical system. Within this context, in particular, OCS is responsible for coordinating the implementation of the CapEX funded Statistical Data Warehouse project.

Reporting Lines

The Consultant will work under the general supervision of the Chief Statistician and in close collaboration with the project manager and statistical team leader of the Statistical Data Warehouse project.

Technical Focus

The incumbent will provide statistical support to the implementation of the Statistical Data Warehouse project, by contributing to build an integrated and harmonized data dissemination platform across a selection of statistical domains.

Tasks and responsibilities

• Model multidimensional statistical datasets using SDMX (Statistical Data and Metadata eXchange) structural metadata templates (Concept schemes, Code lists, Data Structure Definitions, etc.).
• Use SDMX artefacts developed by other organizations to adapt them to the FAO data context, whenever possible, following SDMX Content Oriented Guidelines.
• Develop standard routines for data aggregation and transformation in order to facilitate the migration of statistical databases to the statistical data warehouse, ensuring the consistency and harmonization of data models.
• Work closely with FAO data owners and OCS data quality assurance team to harmonize and integrate the FAO statistical databases into the Statistical Data Warehouse.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in Statistics, Data Science, Data Management or related disciplines.
• At least three years of relevant experience in the development of relational and multidimensional data models for the integration of complex databases.
• Working knowledge of English and limited knowledge of either French or Spanish for Consultants. For PSA.SBS the working knowledge of one language might be required.

• Extent of knowledge and relevance of experience in data modelling methods and standards, techniques and tools, using SDMX structural metadata templates.
• Extent of knowledge and relevance of experience in the harmonization and integration of statistical databases
• Extent of knowledge and relevance of experience in building Statistical Data Warehouse concepts and constructs
• Excellent oral and written communication skills
• Ability to work independently, with minimum supervision
• Knowledge of the OECD .StatSuite software and other SDMX based tools will be an asset
• Familiarity with the FAO Statistical Quality Assurance Framework and Statistical Standards will be an asset.
