Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Reporting Lines

The Logistics Specialist will work under the overall supervision of the FAO Representative and the direct supervision of the Deputy FAOR.

Technical Focus

Coordinate logistical operations to ensure timely and efficient delivery of the FAO Afghanistan programme.

Tasks and responsibilities

  • Coordinate and liaise with internal and external stakeholders to support logistics operations management and strengthen partnerships on the humanitarian supply chain;
  • In coordination with concerned colleagues, arrange for efficient and cost-effective transport of agricultural items and timely dispatch of items to final destinations as per agreed scheduled plan;
  • Arrange all required documentation from Customs for items entering Afghanistan and ensure speedy customs clearance of all projects shipments to FAO Afghanistan;
  • Prepare transport/service contracts for suppliers and follow up on the deliveries to end-users;
  • Support with the management of the FAO warehouses, ensuring proper warehouse management including storage space conditions, and the actual storage of items;
  • Ensure appropriate logistics record keeping related to all equipment manuals, maintenance schedules, way bills, inspection reports, delivery notes etc for audit purposes;
  • Ensure FAO standard logistic related forms are consistently completed, and in an accurate manner including by inspection companies, transporters and vendors etc;
  • Ensure smooth functioning of the office equipment and report to supervisor any malfunctions of utility service provisions;
  • Act as Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced (Masters) degree or University (Bachelor) degree in Supply Chain Management, Logistics, Procurement or closely related field;
  • For advanced degree at least five (5) years of relevant work experience in managing logistics, delivery operations or supply chain;
  • For university degree at least seven (7) years of relevant work experience in managing logistics, delivery operations or supply chain.
  • Working knowledge (level C) of English and the local languages (Pashto and/or Dari);
  • National of Afghanistan.

Technical/Functional Skills

  • Experience in logistics management related to time sensitive delivery of items and/or emergency preparedness and response;
  • Logistics and/or supply chain experience related to the movement of agriculture and livestock related items;
  • Previous warehouse management experience is highly desirable;
  • Ability to identify and resolve problems quickly and pragmatically,
  • Ability to organize and coordinate work - maturity, tact and high sense of responsibility, ability to work harmoniously with people of different national and cultural background;
  • Previous experience with the United Nations is considered a strong asset;
  • Strong professional command of Microsoft Office, in particular Word and Excel.
