Purpose of consultancy

The Consultant will provide information management technical input, particularly the routine management, coordination, data input and analysis of data related to Public Health and Social Measures (PHSM), in conjunction with the London School of Hygiene and Tropical Medicine (LSHTM).

Background

The new WHO Health Emergencies Programme (WHE) is designed to address all hazards, flexibly, rapidly and with a principle of ‘no regrets’.
It works synergistically with other WHO programmes and partners to address the full cycle of health emergency preparedness, response and recovery in support of local community and national government efforts. It encourages full participation and integration of all partners, and operate with clear accountability and standard performance metrics. It consolidates and expands WHO’s existing capacities at country, regional and headquarters levels, and leverages the unique governance structure of WHO.

Deliverables

Deliverable 1: Provide technical input to the PHSM data pipeline, including collection, collation and curation of PHSM data on a weekly basis (expected by end of consultancy).

Deliverable 2: Facilitate the production of a weekly PHSM dataset, with appropriate taxonomy, to upload on a weekly basis. Undertake quality checks and descriptive analyses to identify gaps and problems (expected by end of consultancy).

Deliverable 3: Produce various internal and external information products and briefing materials for HQ/IMST, WHO leadership, partners, donors, and the general public related to the Public Health and Social Measures database, including deep-dives, descriptive analyses and others (expected by end of consultancy).

Deliverable 4: Analyse the PHSM data for publication (expected by end of consultancy).

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

First university degree in Public Health, Control of Communicable Diseases, or Epidemiology.

Experience

Essential:

At least one year working experience in infectious disease epidemiologic analysis and information management.

Skills/Knowledge:

  • Proficiency in an MS Office Suite environment (Word, Excel, Outlook, PowerPoint). Proficiency with data management and statistical analysis.
  • Proficiency in R statistical software.
  • Ability to maintain an effective multitasking role, managing priorities, and working with challenging timelines.
  • Good quantitative and qualitative analytic skills.
  • Pay attention to detail.
  • Ability to deliver within the agreed timelines with utmost quality.
  • Proactive, flexible, resourceful and able to work independently with limited supervision.
  • Good interpersonal skills with the ability to think and act quickly, sometimes under pressure, and yet remain effective.
  • Good planning, co-ordination and organizational skills.
  • Expertise in virtual collaboration with teams in a multicultural environment.
  • Ability to self-motivate and identify and complete tasks.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Intermediate knowledge of French or Spanish.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level A - USD 3,955 - 6,980 per month.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
