Consultant – Human resources: coaching, career counselling and change management.

2. Purpose of consultancy

Support to Management and to staff members during implementation of the restructure and relocation of the Business Operations Division (BOS).

3. Background

The WHO Regional Office for Europe is committed to align the structure of its Business Operations Division (BOS) to deliver the European Programme of Work (EPW) and the Global Programme of Work (GPW 13), including by reviewing resource allocation and the need of delivering at the country level. A BOS restructure and relocation project was initiated in 2021. After planning and consultations with staff, clients and Headquarters, the project is being implemented in 2022-23.
Under the Director, BOS and in consultation with the Project Manager and BOS Heads of Units, the consultant will support managers and staff members in implementing the restructure and relocation, towards a values-based culture of collaboration and innovation in services.

4. Deliverables

The consultant will provide the following deliverables:
Deliverable 1: Relocation and Onboarding Support
1.1. Develop, together with the Director and Heads of Units, in the Business Operations Division, the onboarding and training programmes for new staff and for staff members relocated from Copenhagen to the new duty station.
1.2. Support, with internal/external training providers and subject matter experts, in the planning and implementation of the onboarding and training programmes.

Deliverable 2: Career Management and Counselling
2.1. Coach staff members in Business Operations Division to develop career and training plans. Hold regular individual conversations and monitor progress of staff members to achieve their career and personal goals.
2.2. Provide individual counselling throughout the restructure project, to mitigate the professional and personal impact of negative or new situations. Guide staff members on options for further support to competent services in WHO.

Deliverable 3: Project Implementation Monitoring
3.1. Support in monitoring and mitigating risks in the restructure and relocation
3.2. Propose, and contribute to, solutions to sustain the project implementation in the new location.
3.3. Submit project status updates, implementation indicators, documentation, and reporting. Prepare communication material on these actions.

The consultant will be expected to devote equal time to the three deliverables during an 11-month contractual period and deliver the work in accordance with the project timeline.

5. Qualifications, experience, skills and languages

Educational Qualifications

Essential:
Advanced university degree in human resources management, public administration, business administration, law, social sciences or an area relevant to the deliverables.
Desirable:
Professional certification in human resources or area relevant to the deliverables.

Experience

Essential:
Minimum of 10 years’ experience in human resources or a relevant area, of which at least five should have been international.
Demonstrated experience in coaching, career counselling or change management.

Skills/Knowledge

  • Extensive experience in human resources management, which require providing advice to managers and staff on more than one area relevant to the deliverables such as talent sourcing, selection processes, career development, change management or training.
  • Strong qualitative and quantitative analytical skills.
  • Initiative, judgment, and interpersonal skills to deal with difficult and sensitive situations.
  • Experience in facilitating group or individual virtual meetings, use online communications tools and prepare presentations, with attention to details.

Languages

Essential:
Excellent oral and written communication in English.
Desirable:
Knowledge of another UN/WHO language would be an asset.

6. Contract Duration

Expected duration of contract 11 months, starting 1 June 2022 (tentative)

7. Location

WHO European Regional Office, Copenhagen, Denmark and new office location for business operations, to be established in 2022-23.

8. Work schedule

The consultant should be available for online meetings at least five days per week during the full duration of the contract. There will be reasonable accommodation depending on the location/ time zone of the consultant. The hours may vary from one week to another, depending on the project deadlines and will be agreed in advance between the supervisor and the consultant.

9. Travel

At least one duty travel by December 2022 and another one in 2023 in Copenhagen and the new office location, for face-to-face meetings with managers, individual counselling sessions of staff members and onboarding of new staff members, and as required by the supervisor.

10. Remuneration

Band level C, monthly rate range of USD 10,000 - 12,500, depending on the consultant’s experience and educational background.
