Purpose of consultancy

The Consultant will provide data analytics and information management input to Data Management team within Epidemiological Pillar of the WHO HQ coronavirus disease (COVID-19) Incident Management Support Team (IMST), including facilitating the collection, collation, management and analysis of data relevant to the emergency incident, aggregate the relevant information in the form of narrative text, maps and graphics for use in decision-making, health sector situation reports, donor reports, and other relevant documents.

Background

The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. One of the objectives of this surveillance is to collect, collate and analyze the virological and epidemiological data to be able to give a global overview of the situation. All this data is managed in a data warehouse. While data reporting through the countries is ongoing, there are also publicly available data that we would like to leverage, triangulate and analyze in conjunction with already collected data. Continuous data management and follow up, as well as the regular analysis of the data and adaptation/development of outputs are essential to obtain good information for public health decisions.

Deliverables

  • Deliverable 1: Facilitate the cleaning of datasets available for analysis with documentation on a daily basis, including data quality control on the reported data and follow up with data providers, development of data queries and ad hoc analysis/outputs on the data, automatized quality control checks for different data streams, and maintenance of documentation of data cleaning rules and track cleaning activities (Expected by end of consultancy).
  • Deliverable 2: Facilitate the documentation of datasets, including ensuring smooth dataflow for WHO external data consumers, develop/maintain documentation of datasets, metadata and versions (Expected by end of consultancy).
  • Deliverable 3: Facilitate the maintenance of COVMART, including follow up on data transformation in the COVMART system, and review data upload procedures, set up and manage users, add/link reference datasets and assure accurate documentation (Expected by end of consultancy).

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
First university degree in information or data management, computer sciences, statistics, applied mathematics or public health.

Experience:

Essential:
At least two years’ relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian context.

Desirable:
Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Skills/Knowledge:

  • Computer literacy: word processing; data management and analysis software.
  • Knowledge and experience in R, SQL Server and XML, PowerBI and Shiny.
  • Ability to deliver within the agreed timelines with utmost quality.
  • Proactive, flexible, resourceful and able to work independently.
  • Good interpersonal skills with the ability to think and act quickly, sometimes under pressure and yet remain effective.
  • Good planning, co-ordination and organizational skills.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
