The International Rescue Committee’s (IRC) mission is to help people whose lives and livelihoods are shattered by conflict and disaster including the climate crisis to survive, recover, and gain control of their future. IRC’s health programs comprise the largest proportion of its overall program budget and are essential to both IRC emergency response and long term programming worldwide. The Health Technical Unit is a dynamic team of more than 70 professionals in Primary Health, Reproductive Health, Nutrition, Mental and Environmental Health. They provide IRC’s 40 plus country offices and emergency response team with world class technical expertise, capacity building and a cross country view of what works to achieve outcomes in terms of both scientific evidence and practical experience. They also lead focused research agenda, influencing donor policy to support interventions and innovations proven cost effective to achieve positive change in people’s lives.
The Program Manager is a key member of the Health Unit, responsible for providing program management and operation support. The program manager is responsible for smooth operation of the Health Unit in the areas of project management, knowledge management, staff recruitment and onboarding, assisting with the development of work plans, relevant guidelines, tools and resources to support the functioning of the HU. They must be a self-starter, and able to effectively communicate across teams. Reporting to the Director of Partnership and Program Development, the Program Manager will work in close collaboration with HU leaders, GOAT, Human Resource, Finance/Accounts Payable and other HQ units and departments as needed. 
Major Responsibilities:
Project Management 
Develop and manage implementation plans for HU projects and initiatives, with clearly defined roles, responsibilities, dependencies, risks, and timeframes
Run Health Unit-hosted events for large international conferences and meetings attended by Unit employees, ensuring accurate coordination of events and following through to ensure that all materials and schedules are properly aligned
Provide technical support to HU Technical Advisors as requested, which can include the review and contribution to reports and presentations.
Manage technical and logistics support for in-person and virtual events.
Knowledge Management
Respond to day-to-day communications in a timely manner ensuring that relevant team members are informed and copied as necessary.
Respond to day-to-day interdepartmental, field and external requests for information.
Review and continuously maintain Health Unit’s internal and external resources and documents including reports, presentations, and other publications.
Lead the maintenance of the Health Unit intranet site including box folders.
Develop/updates systems for tracking health projects, reports, resources, etc. and make these resources broadly available to IRC audiences.
Maintain an internal database for health resources.
Provide overall stewardship to partnership management including our partnership with the WHO
Administrative Operations and human resources 
General support to the Senior Director including internal and external correspondences
Review and submit for approval travel expense reports, purchase orders, contract payments and other finance transactions via Integra, IRC’s procurement and expense management software.
Manage contracts, payments and other administrative tasks for HU vendors.
Be responsible for and manage onboarding of new staff. Provide close assistance to new staff during initial period of employment.
Coordinate and facilitate HU team meetings.
Support with travel logistics and participation in external events.

Job Requirements:
University degree or diploma in administration management, human resources, or related fields
Minimum 3 years related non-profit and/or administrative work experience required.
Demonstrated Skills and Competencies: 
Proven writing and editing skills: the ability to draft memos & letters and edit reports and proposals.
Solid organizational and administrative skills, with a proven ability to prioritize projects with attention to detail.
Highly proficient in Microsoft Office suite: high proficiency in Excel
Proven organizational and time management skills: the ability to work accurately and productively in a fast-paced environment and respond/adapt to shifting priorities.
Preferred experience & skills: 
Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
Strong organizational and time-management skills; proven ability to prioritize and deliver on time
Demonstrated ability to lead, collaborate, and to work independently in a dynamic and multi-functional team structure within a fast-growing organization.
Ability to work in fast-paced environment and handle a high volume of requests in an effective and timely manner
