BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

To operationalize global commitments, agreements, strategies, and principles on increased interagency collaboration [1], UNHCR and WFP are actively collaborating in new ways to improve outcomes for refugees. This will be achieved through a new way of working, ensuring effective use of limited resources by targeting the right people with the right assistance, including support towards longer-term self-reliance. The Joint Programme Excellence and Targeting Hub, launched in April 2020, is an initiative designed to support both organizations by providing strategic and operational support on a range of thematic areas.

 

The Hub has been providing support to the DRC in a number of thematic areas, including durable solutions for refugees. The support has built on the existing partnership between WFP and FAO in South and North Ubangui, and has led to the successful inclusion of UNHCR in the joint resilience programme which aims at providing durable solutions to smallholder farmers in the region and promote social cohesion between refugees and host communities. A joint workplan to scale up and continue this partnership has also been prepared and in-country specialized capacity is required to finalize it and establish a roadmap for coordination, including the development of a programme proposal which could help mobilize the required resources.

 

In addition, the Hub has provided support for several needs assessments that have uncovered high levels of vulnerability and associated needs. A purely humanitarian approach is expected to fall short of providing adequate assistance over time and longer-term livelihoods, resilience and inclusion strategies need to be developed jointly for future advocacy and fundraising with partners.

To support joint efforts to improve collaboration and support refugee livelihoods, self-reliance and socio-economic inclusion, UNHCR and WFP are jointly recruiting a Joint Livelihoods & Self-Reliance Officer to be based in Kinshasa, DRC with frequent travels to the field.

 

OBJECTIVE


Supporting refugee livelihoods as well as their social and economic inclusion is a critical element in UNHCR and WFP’s collaboration. The Joint Livelihood & Self Reliance Officer will provide technical expertise in programme and policy design to support strategies and interventions that are well-designed, well-targeted, well-implemented and cost-effective taking into consideration short, medium and long-term goals in close collaboration with partners and government institutions across the HDP nexus.

 

The incumbent will provide support to UNHCR and WFP in DRC in the i) identification, expansion and targeting of project-level opportunities to support refugee food security, livelihoods and inclusion, ii) development of joint strategies/programming to include refugees into existing/national livelihoods/resilience programmes to enhance their self-reliance and iii) identification of inclusion opportunities within national government systems and development programmes to support refugee food security, livelihoods and socio-economic inclusion (i.e. social protection, social financing, employment pathways, job placement, etc.).

The Joint Livelihoods & Economic Inclusion Officer will report to the Head of Resilience (WFP) and Livelihoods Advisor (UNHCR), and will work in close collaboration with the Joint Hub.

 

ACCOUNTABILITIES/RESPONSABILITIES :

 

  • Support programme design and operational planning to enhance inclusion of refugees in existing livelihoods, economic inclusion or self-reliance related programmes and/or the identification of opportunities for collaboration, including with development actors and international financial institutions ;
  • Support evidence-based policy advocacy on refugee livelihoods and economic inclusion ;
  • Support strategic planning on the transition from humanitarian to longer-term development programming to support refugees’ socioeconomic inclusion, including in national systems ;
  • Documentation of learning/best practices of UNHCR/WFP collaboration on livelihoods, economic inclusion and self-reliance activities ;
  • Close coordination with other team members to ensure livelihoods aspects are considered throughout the assessment, targeting and joint programming process.

 

Responsibilities (process and functions undertaken to achieve results)

 

Based on needs assessments, government strategies and mapping of partners working on livelihoods and economic inclusion activities, support country offices to develop joint action plans and strategies to support refugee self-reliance and socio-economic inclusion and identify opportunities for collaboration with other stakeholders (including development partners and international financial institutions) to advance these efforts.

 

  • In collaboration with UNHCR and WFP teams (Country Office and field teams) and Hub staff, guide country teams in the design and implementation of programme strategies in support of livelihoods, economic inclusion, self-reliance, greater inclusion within national systems by :
  • Identifying opportunities for economic inclusion of refugees and supporting country teams to engage with relevant partners such as line ministries, private sector, and development actors in accordance with UNHCR/WFP Global and Country level policies, priorities, and strategies.
  • Supporting country teams to strengthen relationships with relevant stakeholders (including other UN Agencies such as FAO and UNICEF) to enhance socio-economic inclusion of refugees. This includes establishing/expanding relationships and advocating with public and private sector services providers to include refugees in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.), and building the capacity of stakeholders
  • Develop the basis for long-term joint planning to support increased efforts towards building refugee livelihoods, self-reliance, and inclusion.

 

  • Support the design and targeting of livelihoods and economic inclusion programmes, in line with existing livelihoods/resilience programmes implemented by WFP and UNHCR, the joint UNHCR/WFP self-reliance strategy and existing agency frameworks such as the WFP 3PA1 approach and UNHCR Global Compact on Refugees in close collaboration with UNHCR and WFP technical and field teams, as well as the Hub Programme Policy Officer and Targeting Advisor.
  • Work closely with relevant targeting and Accountability to Affected Populations (AAP) technical teams to ensure targeting of livelihoods and economic inclusion support is designed in close consultation with the persons of concern and data coming from the CFM are used for programme and livelihoods strategies course correction.
  • Support the development of donor proposals, in response to country requests, to expand partnerships and resources to meet basic needs and support refugee self-reliance.
  • Support the preparation and dissemination of timely and reports, publications and a variety of information products or proposals for internal and external use.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of and outcomes for women and men.
  • Document best practices and develop learning materials.
  • Any other related tasks as agreed with his/her supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

 

Education:

  • Advanced University degree in public policy, agriculture/rural development, economics, or related field;

 

Experience:

 

 

  • At least 6 years of experience in design and implementation of humanitarian and/or development programmes on livelihoods, resilience and inclusion programmes using different assistance modalities.
  • Experience in facilitating the economic development/inclusion of vulnerable and marginalized groups and managing and advising on development processes in collaboration with internal and external stakeholders, ideally in varied rural and urban contexts.
  • Demonstrated experience in developing partnerships and working with private sector, NGOs, international financial institutions, UN, and government authorities in sub-sectors relevant to livelihood programming and economic/financial inclusion.
  • Prior field experience with UNHCR and/or WFP is an advantage.
  • Experience working in refugee/displacement contexts.
  • Experience working in dynamic and innovative environments.

 

 

Knowledge and Skills:

  • Analytical and critical thinking skills.
  • Demonstrated ability to present findings of analytical, assessment and monitoring reports.
  • Demonstrated capacity to capture lessons learned and write documents that are practical and concise.
  • Excellent people skills, strong client service orientation, openness to feedback, new ideas, and ability to guide and empower others; and
  • Willingness to travel and provide field-level support.

 

 

Languages:
