Role objectives |
All design work under this ToR is related to rehabilitation and/or extension of water production and distribution facilities and low cost-small scale sanitation systems. The work does not include design of conventional treatment water or sanitation facilities.

Lead and provide technical and managerial guidance and support to the design and engineering team.

Review designs, BoQs, drawing done by design engineers
-
Review estimated costs and ensure it is realistic and within the market prices
-
Negotiate with respective water and sanitation authorities the priority projects.
-
The priority shall be identified from social and wellbeing protection of the children in Afghanistan.

Ensure fair workload distribution among the design team.

Ensure timely delivery of the designs
-
Review and ensure designs are approved by respective water and sanitation authorities and it is following Afghanistan priorities and polices

Provide supervisory role to the design team

Ensure the local capacity of water and sanitation authorities are built to the extent that they are able to perform the design team tasks by the expiry of contract period .
And any other tasks assigned by UNICEF.

Design and engineering team supported and managed.

Designs of water supply and low cost – small scale sanitation systems prepared with Water CAD, Water GEMS or any other relevant software.

Water sources development designs prepared.

Solar-powered and gravity-fed systems designs prepared.

Piped networks hydraulic designs prepared.

Pumping systems designed, and pumps are selected.

Complete hydraulic analysis done for all water supply systems.

BoQs, BoM and drawings are prepared.

Contracts and bidding documents prepared for companies, vendors, and contractors.

Technical guidance and support provided to the contractors during project implementation.

Further information |
Required qualifications and experience:
-
A bachelor or higher-level degree in water supply engineering, civil engineering, environmental engineering and/or another relevant field.
-
A minimum of 10 years’ experience in:
-
Planning and designing of water supply and sanitation systems in urban and rural areas, including intakes (sources), solar powered systems, transmission, and distribution systems, pumping systems, water treatment plants, reservoirs, pipes, and fittings infiltration galleries etc.
-
Preparation of technical specifications, cost estimates, tender documents, etc.

Preparation of detailed design reports.
-
Hands on experience of water supply systems and strategies in comparable situations, including water demand management.

Expert level skills in below software:

AutoCAD
-
Water CAD or Water GEMS, or similar hydraulic design software.

Auto CAD Civil 3D
Microsoft office
Good
English speaking and writing skills.

Experience in leading, managing and guiding of technical and engineering teams.
-
Experience of on-the-job training and mentoring in water supply and sanitation skills.
-
Knowledge of national and international standards and codes of water supply and sanitation systems.
-
Basic knowledge of technical survey and assessment, hydrogeological assessments, groundwater, and related areas.

Knowledge of climate change impacts and resilience strategies
-
Experience of leading and managing water supply and sanitation projects and design teams.
