We are looking for a national ICLA Project Manager to join our team in Kabul - Afghanistan. The ideal candidate should have : 

  • Strong leadership skills and a supportive management style;
  • At least five years in a development and/or humanitarian programming environment, including three years’ experience in a senior level project management position;
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming;
  • Demonstrated experience and understanding of Project Cycle Management and team leadership;
  • Fluency in English and Dari and Pashtu is essential, both written and verbal;
  • Bachelor degree in law, sharia, business administration or other related field. Master’s degree preferred;
  • Knowledge of the legal context in Central and East Area of Afghanistan; Kabul, Khost, Kunar and Jalalabad Provinces in particular;
  • Experience in needs assessment, project monitoring and evaluation, and programme development;
  • Experience of geographical access negotiation and representation, including with local authorities, NGOs, and communities.

Role and responsibilities
The purpose of the Information, Counselling and Legal Assistance Project Manager (ICLA PM) position is to oversee the implementation of the ICLA programme portfolio across Central and East Area in Afghanistan. The ICLA programme’s overall objective is to protect and promote the rights of refugees and vulnerable Afghans through providing access to justice and legal empowerment. The programme focuses on key thematic areas of expertise, namely Legal Identity Documentation, Housing, Land and Property, access to Essential Services and Employment Law and Procedures.
 

  • Contribute to the development of country and programmatic strategies, initiate and participate in the development of relevant ICLA projects.
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Project Budget: Develop and manage project budget and coordinate across core competencies.
  • Local Authorities: Liaise and collaborate with relevant local authorities and other key stakeholders.
  • ICLA programming: Consolidate and strengthen ICLA programming in the areas of intervention through the management of the ICLA programme in Central and East Area.
  • Project Management Cycle: Ensure all stages of the project management cycle and programme quality are implemented in coordination with the ICLA Specialist and within the agreed NRC ICLA Strategy.
  • Programme’ s Delivery Mechanism: Review and optimize the programme’ s delivery mechanism ensuring the programme structure, approach and operational method is fit for purpose.
  • Identify Area Programme priorities, problems and challenges from an ICLA perspective and adopt a problem solving approach, solving them in collaboration with other core competencies, support department and senior management.
  • Support multi-sectoral emergency preparedness and response as required by the context and management, including contribute to assessment planning and development of assessment tools, supervise team members involved in emergency assessment and distribution, and ensure existing ICLA programming is integrated into emergency response. Identify, monitor and evaluate risks, constraints, technical issues related to ICLA implementation for timely action by relevant management authority.
  • Enable and guide the mainstreaming of gender, protection and environment into the ICLA strategies and operational practices.
