Shelter/WASH Team Leader (Housing) Ukraine Dnipro

Generic responsibilities 

 

  1. Direct management of one of the Shelter/WASH team (Urban Housing), setting clear objectives for day-to-day implementation of relevant programme activities 

  1. Ensure compliance with NRC housing programme strategy, tools, guidelines and standards 

  1. Contribute to core competency strategy development and provide input on needs and gaps identified in NRC’s geographical and programmatic area of implementation 

  1. Manage and implement delegated portfolio of Shelter activities delegated to the team in line with proposals, strategies and donor requirements, , and provide regular reports to the Shelter/WASH Project Coordinator (Urban Housing)  

  1. Promote and share ideas for improvement and necessary changes in project activities 

  1. Collaborate with relevant local authorities and stakeholders at field level (i.e. local authorities, other humanitarian organizations, volunteer groups) 

  1. Promote the rights of IDPs in line with NRC’s advocacy strategy 

 

Specific responsibilities  

 

  • Under the supervision of the Shelter/WASH Project Coordinator: 

  • supervise his/her team when participating in needs assessments to identify potential beneficiaries that could be included in NRC’s housing rental schemes (cash for shelter/cash for hosting). 

  • supervise his/her team when participating in assessments in target neighbourhoods to identify real estate properties that could be rented to vulnerable IDPs  

  • Ensure proper sensitisation of the community about the planned activities. 

  • Provide regular suggestions on programme improvements and progress reports to the Shelter/WASH Project Coordinator (Urban Housing). 

  • Closely cooperate with the other departments to ensure adequate field-level implementation of a coherent integrated programme in target areas in Eastern Ukraine 

  • Liaise at field level with local government/stakeholders/communities to secure required permissions for day-to-day project implementation 

  • Ensure abidance by his/her team with NRC’s compliance rules and regulations 

  • Assist with any other duties assigned by line manager as and when required.

Generic professional competencies for this position:  

  • Experience from working in a humanitarian/recovery context 

  • Remarkable leadership skills and ability to organize team work efficiently and effectively 

  • Experience in urban programming in a humanitarian/recovery context is an advantage 

  • Familiarity community engagement and mobilization techniques in a humanitarian and/or development setting 

  • Political and cultural awareness, as well as good understanding of the current crisis in Ukraine. 

  • Ability to work under pressure, independently and with limited supervision.  

  • Good understanding of humanitarian compliance vis-à-vis donors and accountability to donors and affected populations  

  • Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff. 

  • Good external representation skills. 

  • Highest standards of ethics and integrity  

 

Context related skills, knowledge and experience:  

  • Previous experience from working in complex and volatile contexts 

  • Fluency in Ukrainian and Russian essential 

  • Working proficiency in oral English essential 

  • Willingness to work in demanding, stressful situations with respect for basic security rules
