Purpose

The incumbent will coordinate the implementation of GBV and PSEA related activities in the WHO health operation of Nampula and its environs.

Descriptions of duties

  • Coordinate the prevention of GBV events through development of adequate messages and effective preventive communication in different settings including IDP camps, resettlement and host community;
  • Collect and analyze data on GBV events and identify high-risk group and settings;
  • Develop adequate targeted interventions towards high-risk groups and settings;
  • Follow-up the adequate medical treatment of GBV victims;
  • Coordinate psychosocial and mental health support to GBV victims;
  • Coordinate the prevention and management of stigmatization towards victims of GBV;
  • Collaborate with UNFPA and other involved agencies for global system of prevention and management of GBV.
  • Provide an orientation training on PSEAH to all recruited personnel to respond on cyclone Gombe before they are deployed to the field and communities.
  • Work with the HR unit to ensure the organizations policy on PSEAH is embedded for the staff to sign.
  • Conduct a biweekly supervision visits to the zones to monitor activities as well as ensure that existing structures on survivor assistances are well linked for referral and provision of victim assistance at any time there is a need.
  • Where applicable, support staff to sign the organization’s Code of Conduct clearly prohibiting acts of sexual exploitation and sexual abuse and obligating them to report such acts. (For the UN, the Secretary-General’s Bulletin (SGB) serves the purpose of a code of conduct, though additional ones may be adopted to reinforce the SGB’s standards).
  • Work with human resources personnel to include PSEA content in staff inductions, including all contractors, consultants, temporary staff and casual labour.
  • Provide awareness-raising and training sessions on sexual exploitation and abuse for all staff and other personnel in the organization and implementing staff on a regular basis, including for newcomers.
  • Work with senior management to ensure that procedures to guard against hiring of persons who have a record of SEA offences are put in place and applied
  • Coordinate the adherence to relevant monitoring/compliance mechanisms, including SOPs, contribution to the PSEA Network’s monthly reports, 5Ws, workplan and lessons learned etc.
  • Track all PSEA-related activities for the organization and ensure that all information on PSEA-related activities is shared with relevant persons in the organization and the PSEA Network as appropriate

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Minimum of Bachelor’s degree in public health, social work, humanities, international relations, or equivalent combination of education and experience is required.
  • Minimum of 2 years of field-based GBV programme management experience is required, preferably within a humanitarian or conflict-affected setting.
  • Experience in strategy development and working across sectors or disciplines is highly desired, preferably in the humanitarian or peacebuilding sectors.
  • Recent experience assessing, designing, developing, implementing, and evaluating humanitarian, community security and/or peacebuilding programmes with a strong focus on gender and GBV.
  • Demonstrated ability to turn concepts and strategy into measurable action, and experience leading on programme design, monitoring and evaluation. of supporting the integration of conflict-sensitive approaches into humanitarian programming would be desirable.
  • Proven experience and understanding of Gender and GBV in conflict and humanitarian settings
  • Experience working and coordinating with humanitarian organizations and coordination mechanisms, particularly around gender/GBV issues.
  • Strong understanding of conflict sensitivity and peacebuilding,
