Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

UN Women is implementing a joint project with the Ministry of Women and Children Affairs to Strengthening Gender Responsive Budgeting (GRB). The project is implemented through Technical Assistance Project Proforma/Proposal (TAPP) modality. UN Women plays a key role as a technical partner to strengthen existing mechanisms and processes to mainstream gender across different ministries and departments using GRB. The project intends to address capacity gaps in gender responsive planning and budgeting by incorporating GRB training and support for the line ministries. The project also supports strengthening the institutional framework to advance financing for gender equality in Bangladesh. To support the project implementation, UN Women is seeking for an expert consultant who will provide technical and implementation support to the project team.   

            

Objectives of the Consultancy:

The key objective of the consultancy is to support the Strengthening Gender Responsive Budgeting project team to implement planned interventions for the new phase. The consultant will work under supervision of Programme Analyst, UN Women.

Duties and Responsibilities

The consultant will work closely with GRB Project Director, MoWCA and Programme Analyst, UN Women to accomplish following specific interventions. 

 

1. Plan, design, and support implementation of Strengthening GRB project in close collaboration with the Project Director and key officials of MoWCA. 

2. Provide technical and implementation support to organize GRB trainings for the line ministries and Civil society organizations. 

3. Support the updating process of the National Action Plan of the National Women Development Policy, extend support to finalize the National Action Plan and its launching. 

4. Provide extensive support to the GRB project Director to address project related requirements such as project monitoring, reporting, preparing briefing notes, concept note etc. 

5. Support GRB project Director and relevant official of the Policy Leadership and Advocacy Unit (PLAU) of MoWCA to implement priority interventions in relation to SDGs. 

 

Input: 

• Programme Analyst, UN Women will be the supervisor for the consultancy. The consultant will receive support from UN Women and GRB Project Director of MoWCA.  

 

Duty station: 

GRB Project Office, Department of Women Affairs. 

 

Travel and DSA: 

Travel outside the duty station will be supported upon prior agreement/approval from UN Women, the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

 

Duration of the Assignment: 

The assignment will be for 70 days starting from July 2022 to December 2022    

 

Supervision and Performance Evaluation:

Under overall guidance of Programme Analyst of UN Women, the selected consultant will work closely with the GRB Project Director, MoWCA.

40% of total contract amount shall be paid upon submission of the deliverables 05 and all satisfactory performance and certified by the contract administrator of UN Women

Performance Evaluation:

Programme Analyst, UN Women will be the supervisor for the consultancy. UN Women focal point will conduct a performance evaluation at the end of the assignment.

  • Ability to develop strategies and analytical papers, strategies, briefing notes, concept notes, training manual and tools.
  • Good knowledge of results-based management principles and approaches.
  • Good report writing skills in Bangla and English.
  • Ability to establish and maintain broad strategic networks and partnerships with public and private sectors.
  • Demonstrated good oral and written communication skills in Bangla and English.

Required Skills and Experience

Education:

Master’s degree or equivalent in Economics, Development Studies, Women and Gender Studies or Public Policy and Governance or Political Science or other discipline.

 

Technical Competencies:

  • At least 10 years of relevant experience in implementation of similar project with the government and other agencies.
  • Proven credible experience of working with the government, the UN and development agencies on gender equality issues, particularly on gender responsive planning and budgeting.
  • At least 10 years of experience on project implementation and research in gender equality and women’s rights, particularly with the development organizations and the government.

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include allcosts components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done uponcompletion of the deliverables/outputs and as per below percentages

 

Evaluation Method and Criteria:Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:1. Responsive/compliant/acceptable; and2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to thesolicitation;Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.Technical Criteria for Evaluation (Maximum 49 points out of 70)

Criteria-01; Years of relevant experience on implementation of similar project with the government and other agencies.- Max Point 30

Criteria-02; Proven credible experience of working with the government, the UN and development agencies on gender equality issues, particularly on gender responsive planning and budgeting  Max Point 20

Criteria-03; Years of experience on project implementation and research in gender equality and women’s rights, particularly with the development organizations and government. - Max Point 10

Criteria-04; Demonstrated good oral and written communication skills in Bangla and English.- Max Point 10

 

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
